The report seeks to diagnose the Iranian situation and assess its various dimensions and interactions.<\/p>\n\n\n\n<p>The ICF comprises three themes: the first addresses developments in Iranian domestic affairs; the second examines Iranian-Arab interactions; and the third analyzes Iran\u2019s relations with regional and international powers.<\/p>\n\n\n\n<p>Concerning developments in Iranian domestic affairs, Iran witnessed several developments during July across military, social and ideological spheres. Militarily, perhaps the most prominent development was the collapse of the ceasefire reached between Iran and the United States in June. US airstrikes targeted Iranian military infrastructure, while Iran attacked commercial vessels and several neighboring countries.<\/p>\n\n\n\n<p>On the social front, the Iranian ruling establishment has faced numerous protests over the past two decades, indicating a decline in its authority and the erosion of its social capital. Although the leadership weathered this test during the February attacks that killed Supreme Leader Ali Khamenei, the erosion of social capital remains a concern amid the prolonged state of war and its repercussions for social and economic conditions, increasing the likelihood of renewed protests.<\/p>\n\n\n\n<p>Ideologically, Friday sermons, particularly in major Iranian cities such as Tehran, Qom and Mashhad, have served as instruments of mobilization and indoctrination. They are used to reinterpret regional developments and define acceptable positions by linking political and military decisions to a religious framework that confers legitimacy and religious sanctity upon them.<\/p>\n\n\n\n<p>As for Iran\u2019s interactions with the Arab world, the month was marked by significant developments and events. Regarding Gulf-Iran relations, July witnessed a new wave of Iranian escalation following the collapse of the Islamabad Memorandum of Understanding between the United States and Iran. This escalation involved attacks on several Gulf states, as well as the mobilization of Iran-backed proxies in Yemen and Iraq to target Saudi Arabia and other Gulf countries.<\/p>\n\n\n\n<p>On the Iraqi front, Prime Minister Ali al-Zaidi undertook three visits to the United States, Iran and T\u00fcrkiye in an effort to establish a balanced approach to Iraq\u2019s foreign relations and resolve outstanding issues with the three countries. The objective was to extricate Iraq from the cycle of debilitating regional conflicts and wars, in line with Zaidi\u2019s ministerial program, which seeks to establish the state\u2019s monopoly over arms.<\/p>\n\n\n\n<p>Developments in July 2026 brought Syria back into focus as an arena of conflict between Iran and the United States. A shipment of weapons suspected of being destined for Hezbollah in Lebanon was seized, while Tehran announced an attack on al-Tanf, reflecting Iran\u2019s growing need for the Syrian arena despite its diminishing capacity to utilize it effectively. The Yemeni file also witnessed an unprecedented shift during July, marked by Iran\u2019s renewed activation of the Houthi card as part of its strategy to expand the scope of the conflict and open a new pressure front in the Red Sea and Bab al-Mandab, alongside the Strait of Hormuz.<\/p>\n\n\n\n<p>With regard to Iranian-Israeli interactions, the renewed military confrontation between Iran and the United States, following the collapse of the memorandum of understanding and Prime Minister Benjamin Netanyahu\u2019s visit to Washington, revealed Israel\u2019s position within the conflict equation. Both the United States and Iran effectively agreed to exclude Israel.<\/p>\n\n\n\n<p>As regards Iran\u2019s interactions with international powers, the memorandum of understanding collapsed due to fundamental disagreements over several of its provisions, most notably the clause concerning the regulation of navigation through the Strait of Hormuz.
