By firing ballistic missiles at US warships, targeting commercial shipping and attacking regional military installations in Kuwait, Bahrain and Jordan, Tehran is attempting to transform the Strait of Hormuz into the principal arena of confrontation with Washington. Yet Iran\u2019s strategy now extends beyond Hormuz. Through pressure on US bases across the Gulf and the <a href=\"https:\/\/www.arabnews.com\/opinion\/support-yemen-to-stop-the-houthis-march-toward-bab-al-mandab-3001165\">growing control<\/a> exercised by its Houthi allies around Bab al-Mandab, Tehran seeks to establish leverage over both maritime gateways linking the Gulf to international markets.<\/p>\n\n\n\n<p>According to US officials, Iranian forces have <a href=\"https:\/\/www.theguardian.com\/world\/2026\/sep\/05\/us-military-iran-tankers\">repeatedly<\/a> attempted to strike US naval vessels since early September, including an aircraft carrier, destroyers and at least one ship carrying Marines. <a href=\"https:\/\/x.com\/CENTCOM\/status\/2097625485450543588\">CENTCOM<\/a> says that none of these attacks succeeded. Striking an aircraft carrier represents a particularly dangerous escalation. Even an unsuccessful attack challenges a symbol of US military superiority; a successful one could provoke massive retaliation. Iran\u2019s evolving anti-ship missile capabilities are therefore central to the confrontation. Iranian officials claim that newly deployed missiles possess <a href=\"https:\/\/www.telegraph.co.uk\/us\/news\/2026\/09\/09\/us-forces-destroy-five-iranian-oil-carriers\/\">electro-optical guidance systems<\/a> enabling them to identify and pursue moving vessels. The Qassem Bassir missile, <a href=\"https:\/\/www.intellinews.com\/iran-unveils-new-ballistic-missile-vows-to-respond-to-israeli-aggression-379382\/\">unveiled in 2025<\/a>, was advertised as incorporating such technology.<\/p>\n\n\n\n<p>The effectiveness of these missiles depends on Iran\u2019s ability to locate US vessels and transmit accurate targeting information. Since US strikes have reportedly degraded Iranian surveillance infrastructure, US officials suspect that <a href=\"https:\/\/www.aa.com.tr\/en\/americas\/us-links-chinese-satellite-imagery-to-iranian-strike-that-killed-3-soldiers-report\/4054877\">Chinese<\/a> satellite imagery may be compensating for this loss. This remains an allegation, but even limited intelligence assistance would connect the conflict to Washington\u2019s broader competition with <a href=\"https:\/\/d.docs.live.net\/fdf96cd5526b8597\/Bureau\/limited%20intelligence%20assistance%20would%20connect%20the%20conflict%20to%20Washington\u2019s%20broader%20competition%20with%20Moscow%20and%20Beijing.\">Moscow<\/a> and Beijing.<\/p>\n\n\n\n<p>The United States has responded by attacking Iranian oil tankers after successive strikes against US warships. According to US Central Command, US forces <a href=\"https:\/\/www.centcom.mil\/MEDIA\/PUBLIC-RELEASES\/Article\/4593050\/us-destroys-5-irgc-tankers-after-iran-targets-another-american-warship\/\">destroyed<\/a> or permanently <a href=\"https:\/\/www.centcom.mil\/MEDIA\/PUBLIC-RELEASES\/Article\/4591744\/centcom-destroys-3-irgc-oil-tankers-after-iran-targets-2-us-navy-warships\/\">disabled<\/a> eight Iranian oil tankers, including two near Kharg Island. Washington argues that the vessels belonged to the \u201cshadow fleet\u201d financing the Islamic Revolutionary Guard Corps (IRGC) and its regional partners.<\/p>\n\n\n\n<p>This reflects a US strategy of economic punishment intended to limit immediate casualties. Tankers are simultaneously commercial assets, instruments of sanctions evasion and sources of revenue for the Iranian state. Destroying them signals that every Iranian attack will further reduce Tehran\u2019s capacity to export oil and finance the war. Iran, meanwhile, is seeking to undermine not only US warships but also the <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2026\/09\/01\/navy-not-returning-to-damaged-bahrain-base-anytime-soon-top-officer-says\/\">land-based infrastructure<\/a> supporting them. The most important target has been Naval Support Activity Bahrain, headquarters of the US Fifth Fleet and US Naval Forces Central Command. The disruption has forced greater reliance on Diego Garcia, more than 2,000 miles away, complicating maintenance and resupply operations.<\/p>\n\n\n\n<p>Iran did not destroy the Fifth Fleet, whose ships and command functions can be dispersed. But the damage demonstrated that fixed US installations within missile range are vulnerable. Tehran\u2019s objective is to lengthen US logistical lines and increase the cost of maintaining the naval blockade. Iran\u2019s strategy increasingly links Hormuz with Bab al-Mandab, the southern gateway to the Red Sea and the Suez Canal. This passage has become even more important as international shipping companies seek alternatives to Hormuz.<\/p>\n\n\n\n<p>The seizure of Perim Island by the Iran-aligned Houthis has strengthened their position at the narrowest part of Bab al-Mandab. Combined with their control of much of Yemen\u2019s Red Sea coastline, it expands their ability <a href=\"https:\/\/www.ft.com\/content\/976fa0d6-ed09-4a6f-be02-ff4317b45f40?desktop=true&amp;segmentId=7c8f09b9-9b61-4fbb-9430-9208a9e233c8&amp;syn-25a6b1a6=1#myft:notification:daily-email:content\">to monitor and threaten commercial navigation<\/a>. This does not amount to direct Iranian control: the Houthis retain their own political interests and operational autonomy. Nevertheless, their advance serves Tehran\u2019s strategy by placing pressure on the principal alternative maritime route to Hormuz.<\/p>\n\n\n\n<p>The attack that forced Saudi Arabia <a href=\"https:\/\/www.arabnews.com\/saudi-arabia\/saudi-arabia-condemns-drone-attack-from-iraq-after-east-west-pipeline-shut-as-precaution-3001403\">to suspend<\/a> operations on its East-West oil pipeline further exposed this new Iranian strategy. Saudi Arabia can bypass Hormuz by moving oil toward the Red Sea, but this option becomes less secure when both the pipeline and Bab al-Mandab are threatened. This military escalation is accompanied by diplomacy. Tehran has continued discussions with Oman over <a href=\"https:\/\/www.ft.com\/content\/df2d9bcc-59f9-4122-aa4d-2020bef77e0e?syn-25a6b1a6=1\">a temporary arrangement<\/a> for managing traffic through Hormuz. Negotiations reportedly concern the allocation of shipping routes, the conditions under which commercial vessels could transit and Iran\u2019s demand to preserve a regulatory role. Gulf foreign ministers are also expected <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2026-09-11\/gulf-states-may-meet-iran-next-week-to-discuss-future-of-hormuz\">to discuss<\/a> this framework with Iran.<\/p>\n\n\n\n<p>These negotiations do not contradict Tehran\u2019s escalation strategy; they constitute its diplomatic component. Iran is using insecurity at Hormuz, attacks on US bases and pressure around Bab al-Mandab to persuade Gulf states that the US blockade cannot guarantee lasting security. The <a href=\"https:\/\/www.arabnews.com\/middle-east\/us-limits-air-defense-time-slots-for-tankers-sailing-through-hormuz-ft-reports-3001431\">blockade<\/a> has placed Iran under intense pressure. Falling oil exports have reduced access to <a href=\"https:\/\/www.wsj.com\/world\/middle-east\/irans-oil-dollars-are-drying-upand-plunging-it-deeper-into-crisis-21bae4bd\">foreign currency<\/a>, weakened the rial and aggravated inflation and the social consequences of subsidy cuts. Tehran cannot defeat the US Navy conventionally. Instead, it seeks to make the blockade economically, militarily and politically unsustainable. Missile attacks force US ships to consume costly interceptors; strikes against bases disrupt logistics; threats to tankers raise freight and insurance costs; and pressure at Bab al-Mandab undermines alternative export routes.<\/p>\n\n\n\n<p>This transition from \u201creactive\u201d to \u201cactive deterrence\u201d expands the confrontation from Hormuz to US installations across the region and, indirectly, to the Red Sea. But it carries immense risks. The death of US sailors or serious damage to an aircraft carrier could compel Washington to launch overwhelming retaliation. Similarly, attacks on Gulf infrastructure could drive regional states closer to the United States rather than convince them to seek accommodation with Tehran. Escalation and negotiation have thus become mutually reinforcing instruments. Washington seeks to demonstrate that Iranian attacks carry intolerable economic consequences. Tehran seeks to prove that the blockade will endanger US forces, Gulf infrastructure and international commerce from Hormuz to Bab al-Mandab \u2014 while presenting a regional agreement as the only sustainable exit.
