On October 17, 2026, President Abdel Fattah el-Sisi called for an emergency parliamentary session to authorize military assistance should Riyadh request it. The move highlights Cairo and Riyadh’s common interest in protecting Saudi security and limiting the broader effects of the regional conflict.

Parliament approved the request on October 26, paving the way for Egyptian military support focused on defending Saudi territory and borders. Earlier, on October 18, Egypt’s National Defense Council had pledged “all necessary and possible forms of support” to help Saudi Arabia defend its security and stability and safeguard its territory, resources and Islamic holy sites.

Coming amid intensified Houthi missile and drone attacks on Saudi airports, oil facilities and other infrastructure, the announcement raised the prospect of Egypt joining a broader effort to defend the kingdom, which already benefits from US intelligence support, defensive assistance from European partners including France and the UK, and collective defense commitments from Türkiye and Pakistan under the Makkah Joint Defense Agreement.

Cairo’s central challenge is to make its commitment to Saudi Arabia credible while limiting its exposure to a wider war. This commitment reflects immediate Egyptian interests: insecurity in the Red Sea and Bab al-Mandab threatens maritime traffic serving the Suez Canal, while instability in the Gulf affects Egyptian workers, investment and energy costs. Sisi has nevertheless defined the proposed military role narrowly, specifying on October 21 that it would protect Saudi territory and borders without extending to attacks on Yemen. Sameh Shoukry, chairman of Parliament’s Foreign Affairs Committee, subsequently reiterated that Egypt was not at war with the Houthis and sought to avoid military escalation. Within these stated limits, Egyptian assistance could reinforce Saudi Arabia’s defensive capabilities, strengthen deterrence against Houthi attacks and support Riyadh’s diplomatic efforts to advance regional stability and a negotiated resolution.

This logic also informs the National Defense Council’s October 18 decision, which coupled support for Saudi security with intensified diplomatic efforts toward regional de-escalation. Egypt’s diplomatic channels with Iran could support the emergence of a more stable regional order, although any durable cessation of attacks would also require commitments from the Houthis themselves. The strategic value of Cairo’s involvement would ultimately depend on whether it helps protect civilians and maritime routes while advancing a viable political settlement in Yemen and a more stable regional order.

Diplomatic engagement has accompanied these assurances. On October 21, Foreign Minister Badr Abdelatty and intelligence chief Hassan Rashad met Crown Prince Mohammed bin Salman in Riyadh, delivering a written message from Sisi to King Salman that reaffirmed Egypt’s solidarity with Saudi Arabia. The following day, Abdelatty emphasized the need to explore every opportunity for a political solution, alongside support for the kingdom’s defense. Their discussions included efforts to secure a political settlement involving a full Houthi withdrawal from areas near the Bab al-Mandab Strait. For Cairo, security along this maritime corridor is a direct economic concern: prolonged disruption to Red Sea shipping threatens Suez Canal revenues.

Egypt’s previous involvement in Yemen provides a foundation for its renewed commitment to Saudi security. In 2015, Cairo contributed air and naval assets to the Saudi-led coalition and subsequently deployed limited ground forces. The current initiative builds on that record of cooperation while establishing a clearly defined priority: protecting Saudi territory, its population and critical infrastructure. This focus gives Egyptian assistance a concrete defensive purpose consistent with the interests of both countries.

Should assistance materialize, it could include air and missile defense, counter-drone capabilities, maritime patrols, intelligence sharing or specialized units protecting essential facilities. Although the composition of any contribution remains to be determined, these capabilities could reinforce Saudi Arabia’s existing defenses and help reduce the disruption caused by Houthi attacks. Sisi’s public statements indicate that operations inside Yemen fall outside the proposed mission. Clear rules of engagement and close operational coordination would help translate this defensive commitment into effective and sustainable support.

Economic ties further underpin the partnership. Saudi Arabia has supported Egypt through central bank deposits, financial assistance and investment, contributing to a relationship with substantial strategic significance for both governments. Sisi’s public recognition of Gulf support after 2013 places the current pledge within a longer history of solidarity. Egyptian assistance would therefore express both appreciation for that support and an understanding that Saudi stability serves Egypt’s own national interests.

Egypt’s fiscal pressures remain relevant to the scale and duration of any contribution, but they do not by themselves determine its effectiveness. A carefully defined mission could draw on Egyptian military capabilities to meet specific Saudi defensive requirements without requiring an extensive expeditionary campaign. The practical question is how to match available resources with agreed objectives so that assistance remains dependable over time.

The regional significance of this cooperation extends beyond the bilateral relationship. Houthi attacks threaten Saudi civilians and infrastructure while contributing to insecurity affecting energy markets and maritime trade. Egypt’s dependence on traffic through the Suez Canal gives Cairo a direct interest in secure navigation through the Red Sea and Bab al-Mandab. An Egyptian contribution would strengthen the Arab dimension of support for Saudi Arabia, complementing the differing forms of assistance offered by the United States, European partners, Türkiye and Pakistan.

Parliamentary approval on October 26 established an institutional basis for Egyptian assistance. Any deployment would still require agreement with Riyadh on its scope, arrangements and objectives. This process allows both governments to align political solidarity with practical requirements. Continued Egyptian diplomacy could support the same purpose by encouraging restraint and a negotiated settlement, while defensive cooperation helps protect Saudi Arabia against further attacks. Houthi warnings nevertheless underline the need to prepare for possible retaliation and prevent incidents from expanding the mission.

Egypt’s task is to bring together three mutually reinforcing objectives: supporting Saudi security, protecting its own maritime and economic interests, and maintaining a sustainable military commitment. A focused contribution could strengthen the kingdom’s resilience, reinforce deterrence and demonstrate the practical value of Arab security cooperation. Its success would be measured by better protection for civilians and infrastructure, more secure shipping routes and improved conditions for diplomacy. With clear objectives and effective coordination, Egyptian support could help Saudi Arabia defend its security while advancing a more stable regional environment.

Egypt’s offer to help defend Saudi Arabia against Houthi attacks reflects the two countries’ shared commitment to regional stability and de-escalation.
