According to article 177 of Iran\u2019s constitution, the Supreme Leader can issue an edict to the President for revision of the constitution. Article 59 of Iran\u2019s constitution says that the legislative branch can be exercised through reference to direct public vote. Per to the same article, the request to appeal to public votes must be approved by two-thirds of all the representatives of the parliament.
