Due to the uprisings from December 2017 to January 2018 in more than 100 cities and the US \u201cmaximum pressure\u201d strategy through economic sanctions, it seems that there is going to be a different election in Iran this time. In this report, I will focus on four aspects of the 2020 parliamentary elections: competition, coalition-building, irregularities, and the expected level of public participation.<\/p>\n<p><strong><span style=\"color: #000080;\">Political Factions and Competition<\/span><\/strong><\/p>\n<p><strong>\u00a0<\/strong>Iranian political factions and institutions are getting ready for Iran\u2019s eleventh parliamentary elections to be held in February 2020. They have the same concerns about public dissatisfaction towards the political elite but have different organizational and political issues to tackle in preparation for the elections.<br \/>\nThe \u201cprinciplists\u201d have no problem in confirming their eligibility for the Guardian Council. They have no problem with gaining licenses for their parties to participate in the elections and they have no problem in financing their campaigns. Their main concern is unity and this is hard to achieve. \u201cThe umbrella of Jamna, the Unity Council and other groups has not been able to take all the \u201cprinciplists\u201d under its shadow. Consultations are in progress, but simultaneously the opposite is heard,\u201d <u><a href=\"https:\/\/www.tabnak.ir\/fa\/news\/906399\/%D9%88%D8%B8%DB%8C%D9%81%D9%87-%D9%85%D9%87%D9%85-%DA%A9%D9%85%DB%8C%D8%B3%DB%8C%D9%88%D9%86-%D9%88%DB%8C%DA%98%D9%87-%D9%85%D8%AC%D9%84%D8%B3-%D8%AE%D8%A8%D8%B1%DA%AF%D8%A7%D9%86%D9%85%D8%B2%D8%A7%D8%AD-%D9%84%D8%A7%D8\">said<\/a><\/u> Shahab al-Din Sadr the President of Progress, Welfare, and Justice Coalition, a \u201cprinciplist\u201d group.<br \/>\nTehran\u2019s ex-mayor, Mohammad Reza Qalibaf has launched a national campaign to send young people to the Majles. So far, the three authoritarian parties, the Piedary party whose spiritual leader is Mohammad Taqi Misbah, the Mo`talefeh party whose leader is Asadullah Badamchian, and the Progress and Justice of the Islamic Iran party led by Qalibaf, are determined to have a larger share of parliamentary seats, and some, like the Mo`talefeh party, are considering presenting a specific party list for the parliamentary elections.<br \/>\nThere are three approaches to the next elections in the \u201creformist\u201d camp. The first approach is to boycott the elections. Some \u201creformists\u201d such as Mostafa Tajzadeh seriously <u><a href=\"https:\/\/www.khabaronline.ir\/news\/1280093\/%D9%85%D8%B5%D8%B7%D9%81%DB%8C-%D8%AA%D8%A7%D8%AC-%D8%B2%D8%A7%D8%AF%D9%87-%D9%85%DB%8C%D8%A7%D9%86-%D8%A7%D8%B5%D9%84%D8%A7%D8%AD-%D8%B7%D9%84%D8%A8%D8%A7%D9%86-%D8%AF%D8%B1%D8%A8%D8%A7%D8%B1%D9%87-%D8%A7%D9%86%D8%25\">dispute<\/a><\/u> participating in the eleventh Majles elections. They argue that \u201creformists\u201d should not participate in this election due to the disqualification of candidates by the Guardian Council. The second approach says that \u201creformists\u201d, despite their criticisms, should unconditionally <u><a href=\"https:\/\/etemadonline.com\/content\/322479\/%D9%86%D8%A8%D8%A7%DB%8C%D8%AF-%D8%A7%D8%B5%D9%84-%D8%A7%D9%86%D8%AA%D8%AE%D8%A7%D8%A8%D8%A7%D8%AA-%D8%B1%D8%A7-%D8%B2%DB%8C%D8%B1-%D8%B3%D9%88%D8%A7%D9%84-%D8%A8%D9%8F%D8%B1%D8%AF\">participate<\/a><\/u> in this election. The former President Mohammad Khatami advocates this approach. The third approach is <u><a href=\"https:\/\/www.khabaronline.ir\/news\/1279775\/%D8%B9%D8%A8%D8%A7%D8%B3-%D8%B9%D8%A8%D8%AF%DB%8C-%D8%AD%D8%B1%D9%81-%D9%88-%D8%AD%D8%AF%DB%8C%D8%AB-%D8%AF%D8%B1%D8%A8%D8%A7%D8%B1%D9%87-%D8%A7%D9%86%D8%AA%D8%AE%D8%A7%D8%A8%D8%A7%D8%AA-%DB%B8%DB%B8-%D8%A8%D9%87-%25D\">conditional participation<\/a><\/u>, as long as the system disqualifies the \u201creformists\u201d, their political presence in the elections is useless but if the system opens a little bit, the \u201creformists\u201d should participate. Abbas Abdi is an advocate of this approach.<br \/>\nPolitical groups close to the former President Mahmoud Ahmadinejad, are also interested in competing against the \u201creformist\u201d and \u201cprinciplist\u201d camps but their chances of having their candidates qualified by the Guardian Council are very low. If a part of the \u201creformist\u201d camp is going to boycott the elections and some parts of the \u201cprinciplist\u201d camp will be sidelined by other \u201cprinciplists\u201d, it seems that the competition is not going to be as much as in the 2015 parliamentary elections.<\/p>\n<p><span style=\"color: #000080;\"><strong>Low Participation Expected<\/strong><\/span><\/p>\n<p><strong>\u00a0<\/strong>Iranian officials are aware that political participation is going to be lower than past presidential and parliamentary elections. This is because of the high level of government corruption and inefficiency. The participation level in Tehran\u2019s municipality election in July 2019 was less than <u><a href=\"https:\/\/kayhan.london\/fa\/1398\/05\/06\/%d9%85%d8%b4%d8%a7%d8%b1%da%a9%d8%aa-%db%b9-%d8%af%d8%b1%d8%b5%d8%af%db%8c-%d9%be%d8%a7%db%8c%d8%aa%d8%ae%d8%aa%e2%80%8e%d9%86%d8%b4%db%8c%d9%86%e2%80%8e%d9%87%d8%a7-%d8%af%d8%b1-%d8%a7%d9%86%d8%aa\">9 percent<\/a><\/u>. With a lower participation expected in the parliamentary elections, Iran\u2019s Parliament has <u><a href=\"https:\/\/www.alef.ir\/news\/3980415087.html\">reduce<\/a><\/u>d the required vote tally for a parliamentary candidate to gain a seat from 25 to 20 percent. The \u201creformist\u201d camp is trying to use this expected lower participation to <u><a href=\"https:\/\/www.tabnak.ir\/fa\/news\/914713\/%D8%AA%D9%88%D8%B5%DB%8C%D9%87-%D8%A8%D9%87%D8%B2%D8%A7%D8%AF-%D9%86%D8%A8%D9%88%DB%8C-%D8%A8%D9%87-%D8%B4%D9%88%D8%B1%D8%A7%DB%8C-%D9%86%DA%AF%D9%87%D8%A8%D8%A7%D9%86\">press<\/a><\/u> the Guardian Council to qualify more \u201creformist\u201d candidates for the coming election, something that is not likely to happen.<\/p>\n<p><span style=\"color: #000080;\"><strong>Rigged Elections<\/strong><\/span><\/p>\n<p><strong>\u00a0<\/strong>Irregularities are expected to be a major factor in the next parliamentary elections. This is what Mostafa Reza Hosseini Ghotbabadi, and a former legislator from Shahr Babak (Eighth Majles) <u><a href=\"https:\/\/www.tabnak.ir\/fa\/news\/908728\/%D9%85%D8%AD%D8%B3%D9%86-%D9%87%D8%A7%D8%B4%D9%85%DB%8C-%D8%A8%D9%87-%D8%B2%D9%86%D8%AF%D8%A7%D9%86-%D8%A7%D9%88%DB%8C%D9%86-%D8%B1%D9%81%D8%AA%DA%A9%D9%86%D8%A7%DB%8C%D9%87-%D9%85%D9%86%D8%AA%D8%AC%D8%A8%E2%80%8C%D9%86\">said<\/a><\/u> in an interview to Khabaronline: &#8220;Unfortunately, we see that the votes of our addicts, which are a substantial population, especially in a constituency in which 50 to 100 votes change the outcome, are purchased due to the financial needs of this group; \u2026 the votes are purchased for around 200,000 tomans.\u201d<br \/>\nPolitical corruption is rife. Mahmoud Sadeqi, a Tehran legislator <u><a href=\"https:\/\/news.gooya.com\/2019\/07\/post-27859.php\">says<\/a><\/u> that some people are invited to Seyyed Azizullah Mosque and pay up to 2 billion tomans to get the Guardian Council\u2019s confirmation.<br \/>\nSelling and buying votes as well as nominations are not new in Iran\u2019s parliamentary elections. During the last\u00a0 elections, Aftab Yazd newspaper in a piece titled &#8220;Who Proposed 2 Billion [Tomans] Payment to be a Candidate in the Hope List&#8221; <u><a href=\"https:\/\/www.yjc.ir\/fa\/news\/6117448\/%DA%86%D9%87-%DA%A9%D8%B3%DB%8C-%D9%BE%DB%8C%D8%B4%D9%86%D9%87%D8%A7%D8%AF-%DB%B2%D9%85%DB%8C%D9%84%DB%8C%D8%A7%D8%B1%D8%AF%DB%8C-%D8%A8%D8%B1%D8%A7%DB%8C-%D8%AD%D8%B6%D9%88%D8%B1-%D8%AF%D8%B1-%D9%84%DB%8C%D8%B3%D8%AA-%D8\">wrote<\/a><\/u>: &#8220;It seems that a request was made by the secretary-general of one of the prominent reformist parties, in which he held private meetings with nominees wishing to be in the Hope List (reformist coalition); they offered to pay 2 billion tomans to be present on the list.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Islamic Republic of Iran\u2019s next parliamentary elections will be held on February 21, 2020.
