{"id":7358,"date":"2020-01-20T16:15:57","date_gmt":"2020-01-20T13:15:57","guid":{"rendered":"https:\/\/rasanah-iiis.org\/english\/?p=7358"},"modified":"2021-05-30T10:18:25","modified_gmt":"2021-05-30T07:18:25","slug":"the-impact-of-soleimanis-killing-on-iranian-domestic-politics-the-winners-and-losers","status":"publish","type":"post","link":"https:\/\/rasanah-iiis.org\/english\/monitoring-and-translation\/reports\/the-impact-of-soleimanis-killing-on-iranian-domestic-politics-the-winners-and-losers\/","title":{"rendered":"The Impact of Soleimani&#8217;s Killing on Iranian Domestic Politics: The Winners and Losers"},"content":{"rendered":"\n<p>When Shahab ul-Din Bimeqdar, a \u201creformist\u201d member of Parliament from Tabriz was asked: \u201cWhat is your plan of action regarding Soleimani\u2019s killing?\u201d he <a href=\"http:\/\/www.jahannews.com\/news\/713666\/%D9%BE%DB%8C%D8%B4%D9%86%D9%87%D8%A7%D8%AF-%D8%AE%D9%88%DB%8C%D8%B4%D8%AA%D9%86-%D8%AF%D8%A7%D8%B1%DB%8C-%D9%85%D8%B0%D8%A7%DA%A9%D8%B1%D9%87-%D8%A8%DB%8C%D9%86-%D8%A7%DB%8C%D8%B1%D8%A7%D9%86-%D8%A2%D9%85%D8%B1%DB%8C%DA\">answered<\/a>: \u201cMy suggestion is self-restraint and negotiations between Iran and the United States\u2026Victory over the US and its allies, Britain and France, is a tough job.\u201d The same day, a group of Basij members <a href=\"https:\/\/kayhan.london\/fa\/1398\/10\/15\/%d8%ad%d9%85%d9%84%d9%87-%d9%85%d8%b1%db%8c%d8%af%d8%a7%d9%86-%d9%82%d8%a7%d8%b3%d9%85-%d8%b3%d9%84%db%8c%d9%85%d8%a7%d9%86%db%8c-%d8%a8%d9%87-%d8%af%d9%81%d8%aa%d8%b1-%d8%b4%d9%87%d8%a7%d8%a8\">attacked<\/a> his office at night, chanting slogans and spraying paint on the walls of the office building. <\/p>\n\n\n\n<p>The editor of Khabaronline, a news website close to Ali Larijani, the speaker of the Iranian Parliament, was <a href=\"https:\/\/www.tasnimnews.com\/fa\/news\/1398\/10\/13\/2173836\/%D9%85%D8%AF%DB%8C%D8%B1%D9%85%D8%B3%D8%A6%D9%88%D9%84-%D8%AE%D8%A8%D8%B1%D8%A2%D9%86%D9%84%D8%A7%DB%8C%D9%86-%D8%AA%D8%AD%D8%AA-%D8%AA%D8%B9%D9%82%DB%8C%D8%A8-%D9%82%D8%B6%D8%A7%DB%8C%DB%8C-%D9%82%D8%25B\">prosecuted<\/a> for using the term \u201ckilled\u201d instead of \u201cmartyred\u201d when reporting news on Soleimani\u2019s death. In Soleimani\u2019s funeral procession, when the crowd recognized Ma`soumeh Ebtekar, one of Rouhani\u2019s deputies, they <a href=\"https:\/\/www.youtube.com\/watch?v=FeHqkGwo9HA\">chanted<\/a> \u201cbetrayer.\u201d Hasan Abbasi, a staunch military interventionist, implicitly encouraged his supporters to attack the \u201creformists\u201d. Basij members <a href=\"https:\/\/www.tabnak.ir\/fa\/news\/950270\/%D8%AA%DA%A9%D8%B0%DB%8C%D8%A8-%D8%A7%D8%B9%D8%AA%D8%B1%D8%A7%D8%B6-%D9%88-%D8%B4%D8%B9%D8%A7%D8%B1-%D9%85%D8%B1%D8%AF%D9%85-%DA%A9%D8%B1%D9%85%D8%A7%D9%86-%D8%B9%D9%84%DB%8C%D9%87-%D8%AC%D9%87%D8%A7%D9%86%DA%AF%DB%8C%25D\">insulted<\/a> Eshaq Jahangiri, Rouhani\u2019s vice president, during Soleimani\u2019s funeral in Kerman. <\/p>\n\n\n\n<p> All of these reactions are clear signs that Trump\u2019s decision to order Soleimani\u2019s removal has affected Iranian domestic politics. <\/p>\n\n\n\n<p><strong>Soleimani\u2019s killing will affect Iranian domestic politics in the following three areas: The parliamentary elections scheduled for February 2020, internal discussions on Iran\u2019s foreign relations especially with the United States and Europe in the Supreme National Security Council and Expediency Council, and thirdly, policy discussions about Iran\u2019s regional policy based on expansionism and sectarianism. <\/strong><\/p>\n\n\n\n<p>A number of questions arise when considering the aforementioned: How will developments in these three areas unfold? Why is Soleimani\u2019s removal a determining factor? Above all, who will benefit domestically from the consequences unfolded following Trump\u2019s action?<\/p>\n\n\n\n<p><strong>The Parliamentary\nElections <\/strong><\/p>\n\n\n\n<p> Although the \u201creformist\u201d camp is aware of the repercussions of Soleimani\u2019s killing on their standing in Iranian politics and it condemned the killing and called Soleimani a martyr, this will not let them escape the consequences of pushing for a de-escalation in tensions with Washington. Instead of a softer position in difficult times to increase political participation, the Guardian Council usually imposes harsher conditions on candidates to restrict participation in parliamentary elections. This is done to eliminate political threats and show that the country is united behind the supreme leader. There are people in the \u201creformist\u201d camp who will not praise Soleimani and this will give ammunition to the Guardian Council to block their participation in the upcoming parliamentary elections.<\/p>\n\n\n\n<p><strong>Internal Discussions\non Iran\u2019s Foreign Policy <\/strong><\/p>\n\n\n\n<p>The \u201chardliners\u2019\u201d policy toward the United States is \u201cno negotiations, no war.\u201d Rouhani, Zarif and the \u201creformists\u201d who support the Iranian government have sent many signals to initiate Iranian-American negotiations. Rouhani\u2019s trip to Japan is a clear indicator of this. Right after Soleimani\u2019s killing, the Iranian propaganda machine which is supervised by the supreme leader\u2019s office attacked anyone who called for de-escalation. <\/p>\n\n\n\n<p>Regarding Soleimani\u2019s removal and Iran\u2019s missile attacks in response, most European countries were supportive of Trump\u2019s action and criticized Iran\u2019s <a href=\"https:\/\/www.tabnak.ir\/fa\/news\/950065\/%D8%A7%D8%AA%D9%87%D8%A7%D9%85%E2%80%8C%D8%B2%D9%86%DB%8C-%D8%B3%D9%81%DB%8C%D8%B1-%D8%A7%D8%AA%D8%AD%D8%A7%D8%AF%DB%8C%D9%87-%D8%A7%D8%B1%D9%88%D9%BE%D8%A7-%D8%AF%D8%B1-%D8%A8%D8%BA%D8%AF%D8%A7%D8%AF-%D8%B9%D9%84%DB%8C\">malign<\/a> activities in the region. This will result in Iran-Europe relationships becoming more controversial in Iran. It is highly unlikely that we will see Iran-Europe talks in the near future.&nbsp; <\/p>\n\n\n\n<p><strong>Iran\u2019s Regional Policy\n<\/strong><\/p>\n\n\n\n<p> In spite of Iran\u2019s missile strikes on two US bases in Iraq, Iran\u2019s policy in Iraq in the post-Soleimani era has been confronted with the United States reacting to Tehran\u2019s belligerency. Retaliation cannot be a medium or long-term policy. Rouhani and Zarif have been silent regarding Iran\u2019s continued presence in Iraq and reiterated Khamenei\u2019s policy just to show unity. Before Soleimani\u2019s killing, Rouhani never talked about the United States\u2019 departure from the region. He is aware that the US withdrawal from the region would strengthen ISIS and lead to Iraq\u2019s possible disintegration. However, the \u201chardliners\u201d want the United States out of the region. This is their objective and they have been working on it for decades. They are now using Soleimani\u2019s killing to weaken the reformist position on this issue. <\/p>\n\n\n\n<p><strong>Implications and Future\nProbabilities<\/strong><\/p>\n\n\n\n<p>In the short term, the Iranian military establishment is the winner. This is why Soleimani\u2019s corpse was taken all over the country. However, in the medium and long term, Iran has no choice other than de-escalation and negotiations. Iran\u2019s economy is in shambles, popular discontent is high, and foreign pressure will rise if the Iranian government continues with its retaliatory language and action. The probability that the Islamic Revolutionary Guard Corps (IRGC) candidates or those close to it will win the majority of seats in Iran\u2019s parliamentary elections is high. <\/p>\n\n\n\n<p> The killing of Soleimani will give an opportunity to the \u201chardliners\u201d to keep tensions between Iran and the United States alive. While the \u201creformists\u201d are inclined to continue negotiations with Europe, Soleimani\u2019s killing will also make it easier for their political opponents to keep a distance from Europe. The \u201creformists\u201d do not have much to offer and they will be the clear losers of the consequences unfolded following Trump\u2019s action. <\/p>\n\n\n\n<p><strong>Conclusion<\/strong><\/p>\n\n\n\n<p>The killing of Soleimani by the United States was a defining moment in the history of the Islamic Republic. This incident will expose the radical nature of the government more than ever; the world will see that the so-called moderates are almost non-existent in Iran. The government is using Soleimani\u2019s killing to bring back the discourse that was prevalent in the 1980s but the people are very different now, particularly the new generation.
