The International Institute for Iranian Studies (Rasanah) has\nissued the 10th<\/sup> issue of its biannual Journal for Iranian Studies\n(JIS). The first study entitled \u201cLocal Consultative Councils and the Challenges\nof Decentralization in Iran,\u201d discusses   the environment and the frameworks of local\ncouncils in Iran; the development of local councils and the trend towards\ndecentralization; the structure and formation of local councils; local decision-making\nmechanisms; and the problems and challenges facing decentralization. The second\nstudy entitled, \u201cThe Ideology of the IRGC: Roles, Orientations and\nTransformations in Its Ideological Structure,\u201d reviews the ideological\nfoundations that contributed to the Revolutionary Guards\u2019 formation and\ndeconstructs  the ideological components and functions of this\norganization including  its strategies\nand reactions. This is of particular interest since most studies analyze the\nIRGC through its roles, effectiveness, and relations with the political system and\nthe sovereign and economic institutions inside  the Iranian state. The third study entitled,\n\u201cThe Cultural and Development Dimensions of Iranian Citizenship\u201d explores the impact\nof the cultural and development dimensions and their implications on the\nnational state in Iran. In addition, the fourth study  entitled \u201cThe Factors of Iran\u2019s Declining Soft\nPower  in the Arab Region\u201d addresses the\ngeneral dimensions of the security structures  designed by the security decision-maker in\nIran. These structures link the concepts of securitization  and the defense of shrines. This study reveals\nhow the defense of Iran\u2019s shrines forms an important part of Iranian national\nsecurity policy. The fifth study is entitled \u201cThe Factors of the Decline of\nIranian Soft Power in the Arab Region.\u201d It raises several questions about the\nfactors which have led to the decline of Iranian soft power, and the\nimplications of the events of the so-called Arab Spring on Iran’s status in the\nArab region, the indicators of this decline, and the implications in terms of  the extent of Iran’s influence in the Arab\nworld. The sixth study is entitled \u201cIndian-Iranian\nRelations in Light of US Sanctions: Challenges and Future Prospects.\u201d It deals\nwith  the developments of the\nrelationship between the two countries, and the complexities and fluctuations\nthat are involved, and the future outcomes of this  complex relationship.<\/p>\n\n\n\n
