They have weakened Iran\u2019s financial capabilities and its\nability to invest in high-tension areas in the region or in conflict zones in\nAfrica and South America. Iran\u2019s weapons of mass destruction (WMD) and\nballistic missile program, directly bankrolled by Iran\u2019s oil and gas revenues,\nhave also been curtailed.<\/p>\n\n\n\n<p>US sanctions have also had an important impact on domestic\npolitics, especially with regard to voter turnout. There is no doubt that US\nsanctions have limited voter turnout, with the last parliamentary elections in\nFebruary witnessing the lowest turnout since the 1979 revolution. According to\ngovernment statistics, the voter turnout was <a href=\"https:\/\/sazandeginews.com\/News\/6901\">42\npercent<\/a>, however, opposition leaders believe that the\nactual turnout was even lower than this figure. The Iranian government blamed\nthe outbreak of the coronavirus on the low voter turnout. <\/p>\n\n\n\n<p>US sanctions will continue to increase poverty, unemployment\nand inflation rates in Iran. This will have a direct impact on voter turnout in\nfuture elections, with the presidential elections scheduled in 2021. If the US\nsanctions continue, Iran\u2019s foreign exchange reserves will reach zero and\nforeign debt will increase. Under these circumstances, loyalists will also be\ndeprived of government subsidies and voter turnout in the next elections is\nexpected to decline by another 10 percent to 20 percent.<\/p>\n\n\n\n<p><strong>How Have the Sanctions\nWorked?<\/strong><\/p>\n\n\n\n<p>The Islamic Republic is governed by a centralized and\nmaximalist government, meaning that 1) the government monopolizes resources\n(about 80 percent), 2) the government wants the maximum number of people to be\ndependent on it (about half of the population live on the government&#8217;s\npayroll), and&nbsp; 3) the government wants to\nhave the maximum impact on the Iranian people through cultural, social, and\npolitical engineering. Therefore, any US policy that targets one of these three\npillars and mitigates their impact will influence the behavior of the Iranian\ngovernment, and importantly lead to the Iranian people distancing themselves\nfrom the political system. <\/p>\n\n\n\n<p>US sanctions on Iran\u2019s oil industry have resulted in oil\nexports <a href=\"http:\/\/newspaper.hamshahrionline.ir\/id\/93044\/%D8%A7%D8%AF%D8%B9%D8%A7%DB%8C-%DA%A9%D8%A7%D9%87%D8%B4-%D8%B5%D8%A7%D8%AF%D8%B1%D8%A7%D8%AA-%D9%86%D9%81%D8%AA-300%D9%87%D8%B2%D8%A7%D8%B1-%D8%A8%D8%B4%DA%A9%D9%87.html\">dwindling<\/a>. Iran can export energy and\ngoods to Iraq but <a href=\"https:\/\/uwidata.com\/7636-the-future-of-iran-energy-exports-to-iraq\/\">cannot<\/a> receive its money. It has\nrecently been announced that Iran\u2019s $5 billion has been blocked in Iraqi banks.\n<\/p>\n\n\n\n<p>Under US sanctions, the government cannot play its\nmaximalist role. The Iranian government has <a href=\"https:\/\/www.tabnak.ir\/fa\/news\/874522\/%D9%84%D8%A7%D8%B1%DB%8C%D8%AC%D8%A7%D9%86%DB%8C-%D8%A8%D8%A7%DB%8C%D8%AF-%D8%AF%D9%88%D9%84%D8%AA-%DA%A9%D9%88%DA%86%DA%A9-%D9%88-%DA%86%D8%A7%D8%A8%DA%A9-%D8%AF%D8%A7%D8%B4%D8%AA%D9%87-%D8%A8%D8%A7%D8%B4%DB%8C%D9%85\">complained<\/a> about its size and is\nseeking to cut personnel. Several hiring programs have been halted during the\nlast two years.<\/p>\n\n\n\n<p>The depletion of financial and human resources will naturally\naffect the extent to which the government can influence and control the lives\nof the Iranian people. Today more than <a href=\"https:\/\/iranintl.com\/%D8%A7%D9%8A%D8%B1%D8%A7%D9%86\/%D9%86%D8%B8%D8%B1%D8%B3%D9%86%D8%AC%DB%8C-%D8%AF%D8%A7%D9%86%D8%B4%DA%AF%D8%A7%D9%87-%D8%AA%D9%87%D8%B1%D8%A7%D9%86-%D8%A7%D8%B2-%D9%85%D8%B1%D8%AF%D9%85-%D9%BE%D8%A7%DB%8C%D8%AA%D8%AE%D8%AA%D8%9B-%D8%AA\">93 percent<\/a> of the people in Tehran are\ndissatisfied with the conditions and management of the country. The US sanctions\nweaken the government\u2019s financial capabilities and it can no longer splash\nmoney to justify its authority and legitimacy. <\/p>\n\n\n\n<p><strong>A Significant Decline\nin Participation Over the Next Five Years<\/strong><\/p>\n\n\n\n<p>If sanctions continue for up to five years, allegiance to\nthe political system will dramatically shrink and the government will be in a\ncatastrophic situation. Because of the US sanctions, the Iranian government\nwill have to take the following steps:<\/p>\n\n\n\n<p>1) Shut down propaganda apparatuses used to enforce loyalty\nand mobilize the people, such as the Office for Promoting Virtue and\nProhibition of Vice, the Friday Prayer Office, the Prayer Office, the Islamic\nAdvertising Organization, and the Islamic Advertising Bureau, as well as other\npropaganda apparatuses under the auspices of the IRGC; <\/p>\n\n\n\n<p>2) A significant percentage of public sector employees will\nbe dismissed, and these people will, in turn, cut their loyalties to the\ngovernment. Iran\u2019s public and government institutions have about 10 million\nsalaried employees (retired, temporary and permanent staff; personnel under\ncontract with the IRGC; and staff under the supreme leader\u2019s office and its\naffiliated agencies);<\/p>\n\n\n\n<p>3) The economic share of rent-seeking and privileged classes\nwho have helped in mobilizing the Iranian population on behalf of the Iranian\ngovernment will shrink and this will harm their mobilization capabilities;<\/p>\n\n\n\n<p>4) The government will have fewer resources to spend on its\noppressive apparatuses, which force the Iranian people to participate in\nelections; and<\/p>\n\n\n\n<p>5) The government will cut subsidies, and this will lead to\nmany Iranians distancing themselves from the political system. <\/p>\n\n\n\n<p>As a result of the aforementioned, it is expected that if US\nsanctions continue, by the end of the next five years voter turnout will\ndecline by another 10 percent to 20 percent. If the Trump administration wins\nthe US presidential elections in 2020 and has the opportunity to continue the\nUS maximum pressure strategy for another four years, voter turnout will decline\nno doubt, impacting the legitimacy of the political system and its ultimate\nsurvival.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>&nbsp;US sanctions have curbed the Iranian government\u2019s destabilizing and expansionist activities in the Middle East.
