But the budget was delayed due to the rapid spread of the coronavirus in Iran, and the Parliament\u2019s rejection of the draft budget bill.<\/p>\n\n\n\n<p>Iran\u2019s budget for the next calendar year is still unclear, and to fix this dilemma, its Supreme Leader Ayatollah Ali Khamenei has ordered the hardline <a href=\"https:\/\/news.gooya.com\/2020\/03\/post-35895.php\">Guardian Council<\/a> to finalize the budget with help from Parliament\u2019s Integration Commission but not the parliamentarians who are starting to resume work and will soon be replaced by a new hardline Parliament in a month.&nbsp;&nbsp;<\/p>\n\n\n\n<p>There is still no word on when Iran\u2019s budget will be finalized; making budgetary forecasts is difficult in these uncertain times. The budget\u2019s earlier positive economic projections have been dampened due to the impact of the virus on Iran\u2019s economic performance.<\/p>\n\n\n\n<p>Presenting the budget to the Parliament on December 8, President <a href=\"https:\/\/www.bbc.com\/persian\/51611543\">Hassan Rouhani<\/a> promised that the draft bill would promote economic \u2018resistance\u2019 and fight \u2018sanctions\u2019 put in place by the international community against Iran since May 2018.<\/p>\n\n\n\n<p>Sanctions have hit Iran\u2019s <a href=\"https:\/\/www.bbc.com\/persian\/51611543\">oil industry<\/a> hard, leading to a 66 percent drop in estimated oil revenues for the next calendar year compared to earnings in the previous year. According to a report issued by the International Monetary Fund before the coronavirus outbreak in October 2019, Iran was already suffering from a deep budget deficit that could only be fixed if Tehran was able to sell<a href=\"https:\/\/www.bbc.com\/persian\/business-50209551\"> oil<\/a> at the steep price of $194 per barrel.<\/p>\n\n\n\n<p>With the recent drop in Iran\u2019s oil revenues and declining global oil prices, it appears that there is no money left to finalize the country\u2019s budget. Not surprisingly, members of Iran\u2019s <a href=\"https:\/\/www.bbc.com\/persian\/iran-51719984\">Parliament<\/a> rejected Rouhani\u2019s optimistic budget <a href=\"https:\/\/www.bbc.com\/persian\/iran-50703830\">forecasts<\/a> by a vote of 114 against the proposed budget bill, and 67 in favor.<\/p>\n\n\n\n<p>To his credit, when Rouhani presented the <a href=\"https:\/\/www.bbc.com\/persian\/iran-50703830\">budget<\/a> bill, he did warn that next year would be tight financially because of US \u201cmaximum pressure\u201d and \u201csanctions continuation\u201d policies against Iran. But little did he know that the coronavirus, and not sanctions, would bring Iran\u2019s economy down to its knees in the months ahead.<\/p>\n\n\n\n<p>The coronavirus has impacted all aspects of economic life in Iran, forcing a 35 percent decline in the country\u2019s <a href=\"https:\/\/donya-e-eqtesad.com\/\u0628\u062e\u0634-\u0633\u0627\u06cc\u062a-\u062e\u0648\u0627\u0646-62\/3633864-\u0628\u0644\u0627\u06cc\u06cc-\u06a9\u0647-\u06a9\u0631\u0648\u0646\u0627-\u0628\u0631-\u0633\u0631-\u0635\u0627\u062f\u0631\u0627\u062a-\u06a9\u0634\u0648\u0631-\u0622\u0648\u0631\u062f\">exports<\/a>. The virus has triggered a shutdown of small and mid-sized <a href=\"https:\/\/donya-e-eqtesad.com\/\u0628\u062e\u0634-\u0633\u0627\u06cc\u062a-\u062e\u0648\u0627\u0646-62\/3632353-\u067e\u06cc\u0634\u0646\u0647\u0627\u062f-\u0628\u062e\u0634-\u062e\u0635\u0648\u0635\u06cc-\u0628\u0631\u0627\u06cc-\u0645\u0642\u0627\u0628\u0644\u0647-\u0628\u0627-\u0622\u0633\u06cc\u0628-\u0647\u0627\u06cc-\u06a9\u0631\u0648\u0646\u0627\">businesses<\/a> which account for 40 percent of Iran\u2019s annual Gross Domestic Product.<\/p>\n\n\n\n<p>Iran\u2019s Chamber of Commerce Chief, Gholam Hussein Shafei, warns that \u201ca wave of <a href=\"https:\/\/news.gooya.com\/2020\/03\/post-35899.php\">bankruptcies<\/a>\u201d will soon hit Iranian businesses. According to Shafei, the economy will get a \u201cmassive heart attack\u201d soon. If this happens, Iran\u2019s international trade, macro-economic structures, large firms, and the banking system will suffer.<\/p>\n\n\n\n<p>Iran\u2019s Majles <a href=\"https:\/\/www.bbc.com\/persian\/iran-52277009\">Research Center<\/a>, the body that helps Parliament make policies, says Iran is unable to control the epidemic, and needs policies to prepare for a second wave of the coronavirus which will trigger high inflation and unemployment rates.<\/p>\n\n\n\n<p>For economic relief, the new budget proposes to offer some <a href=\"file:\/\/\/C:\/Users\/Banafsheh\/Documents\/Documents%20-%20Banafsheh\u2019s%20iMac\/IIIS\/Tax%20exemptions%20to%20monthly%20less%20than%203%20million%20toomans%20and%20less%20,%20and%2035%20percent%20tax%20thereon%20based%20on%20income%20\u2026\">subsidies<\/a>, including gasoline subsidies for 60 million Iranians or 18 million households. Iran is also expecting to receive $5 billion from Russia in investments to ensure positive economic growth, and $1.6 billion of its frozen <a href=\"https:\/\/www.bbc.com\/persian\/iran-52272812\">assets<\/a> in Europe.<\/p>\n\n\n\n<p>But signs indicate that Iran\u2019s government is already bankrupt. Rouhani\u2019s economic advisor Masoud Neely says there is no money left to fight the coronavirus, Iran\u2019s retirement and insurance funds are bankrupt, the banking system is in debt and cannot function without help from the Central Bank. Neely blames the government\u2019s bad economic policies and not the coronavirus for the country\u2019s economic meltdown.<\/p>\n\n\n\n<p>The government\u2019s options moving forward are limited, and this explains its piecemeal approach in addressing the country\u2019s budgetary problems. The <a href=\"https:\/\/donya-e-eqtesad.com\/\u0628\u062e\u0634-\u0633\u0627\u06cc\u062a-\u062e\u0648\u0627\u0646-62\/3632926-\u067e\u06cc\u0634\u0646\u0647\u0627\u062f\u0647\u0627\u06cc-\u0645\u0627\u0644\u06cc\u0627\u062a\u06cc-\u06af\u0645\u0631\u06a9\u06cc-\u0648\u0632\u0627\u0631\u062a-\u0627\u0642\u062a\u0635\u0627\u062f-\u0628\u0631\u0627\u06cc-\u0645\u0642\u0627\u0628\u0644\u0647-\u0628\u0627-\u06a9\u0631\u0648\u0646\u0627\">Ministry of Economy<\/a> is studying proposals to help business owners by altering regulations on taxes and customs.<\/p>\n\n\n\n<p>The private sector has given the government a list of eight <a href=\"https:\/\/news.gooya.com\/2020\/03\/post-35899.php\">recommendations<\/a>, including \u201ceconomic and health-oriented\u201d diplomacy with neighboring countries, developing joint business protocols for health and safety, expediting registration and licensing for imports, and providing low flat foreign exchange rates for needed imports to revive domestic production cycles.<\/p>\n\n\n\n<p>On April 12, the Ministry of Economy offered the Iran <a href=\"https:\/\/www.bbc.com\/persian\/business-52261962\">Bourse<\/a> \u201cstagnant government assets,\u201d worth over 100,000 billion tomans to balance markets and inflation. But it is not clear if this will help control currency fluctuations considering the rapid drop in market shares in recent weeks.<br>Also, it is not known how&nbsp;<a href=\"https:\/\/www.bbc.com\/persian\/business-52281595\" target=\"_blank\" rel=\"noreferrer noopener\">stock market<\/a>&nbsp;earnings will recycle in&nbsp;uncertain&nbsp;market times. Before the coronavirus outbreak, the government raised much-needed capital via initial public offerings of shares in state retirement and other social welfare funds. When&nbsp;the market value of these shares drops post-coronavirus,&nbsp;the government will lose major earnings from their sale, and it is debatable if injecting cash back into the stock market is the right option.<\/p>\n\n\n\n<p>The supreme leader has approved the government\u2019s request for 1 billion euros from the <a href=\"https:\/\/www.google.com\/search?client=safari&amp;source=hp&amp;ei=x1GWXoCYGMiz0PEPl8yZ0Ak&amp;q=iran+gets+money+from+national+development+fund&amp;oq=iran+gets+money+from+national+development+fund&amp;gs_lcp=CgZwc3ktYWIQAzIFCCEQoAEyBQghEKsCMgUIIRCrAjIFCCEQqwI6BQgAEIMBOgIIADoECAAQAzoECAAQCjoFCAAQzQI6BggAEBYQHjoGCAAQDRAeOggIIRAWEB0QHjoHCCEQChCgAUopCBcSJTBnOTRnNjhnNjNnNThnNjJnNjlnNjZnNjNnNjNnNzFnNzZnODRKHggYEhowZzFnMWcxZzFnMWcxZzFnMWcxZzVnNWcyNlDVC1izPmCMQWgAcAB4AYABuwGIAawckgEENDMuM5gBAKABAaoBB2d3cy13aXo&amp;sclient=psy-ab&amp;ved=0ahUKEwjAl-OKk-noAhXIGTQIHRdmBpoQ4dUDCAw&amp;uact=5\">National Development Fund<\/a> to revive the economy. The government\u2019s basic source of income, tax, is meanwhile in decline because of the coronavirus.
