{"id":7975,"date":"2020-05-22T02:03:50","date_gmt":"2020-05-21T23:03:50","guid":{"rendered":"https:\/\/rasanah-iiis.org\/english\/?p=7975"},"modified":"2021-05-31T10:09:28","modified_gmt":"2021-05-31T07:09:28","slug":"last-years-deadly-gasoline-protests-come-to-haunt-iran","status":"publish","type":"post","link":"https:\/\/rasanah-iiis.org\/english\/monitoring-and-translation\/reports\/last-years-deadly-gasoline-protests-come-to-haunt-iran\/","title":{"rendered":"Last Year\u2019s Deadly Gasoline Protests Come to Haunt Iran"},"content":{"rendered":"\n<p>A number of months after Iran experienced deadly nationwide protests in response to a hike in gasoline prices, international human rights organizations, the United States, and even Iran\u2019s parliamentarians are now holding the perpetrators of the harsh crackdown on protestors&nbsp; accountable.<\/p>\n\n\n\n<p>According to Amnesty International, Iranian authorities made <a href=\"https:\/\/www.amnesty.org\/en\/latest\/news\/2020\/05\/iran-details-released-of-304-deaths-during-protests-six-months-after-security-forces-killing-spree\/\">false statements<\/a> about the protests to avoid accountability. Protestors were called \u201crioters\u201d or \u201csuspicious agents\u201d and enemies of the state who intended to&nbsp; <a href=\"https:\/\/www.khabaronline.ir\/news\/1387584\/%D9%86%D8%A7%D9%85%D9%87-%D8%B3%D8%B1%DA%AF%D8%B4%D8%A7%D8%AF%D9%87-%D8%A8%D9%87-%D8%B9%D9%84%DB%8C-%D9%85%D8%B7%D9%87%D8%B1%DB%8C-%D8%AF%D8%B1%D8%A8%D8%A7%D8%B1%D9%87-%D8%A7%D8%AF%D8%B9%D8%A7%D9%87%D8%A7%DB%8C%D8%B4-%D8%AF%D8%B1%D8%AE%D8%B5%D9%88%D8%B5-%D8%AD%D9%88%D8%A7%D8%AF%D8%AB-%D8%A2%D8%A8%D8%A7%D9%86-%D9%85%D8%A7%D9%87\">oust<\/a> the Iranian&nbsp; government.<\/p>\n\n\n\n<p>The United States imposed new sanctions against Iran on May 20 for&nbsp; violating <a href=\"https:\/\/www.arabnews.com\/node\/1677441\/middle-east\">Iranian citizenship rights<\/a>. They were imposed after Amnesty International said it had reason to believe that the <a href=\"https:\/\/www.middleeasteye.net\/news\/us-sanctions-iran-interior-minister-over-crackdown-anti-government-protest\">shooting order<\/a> on protesters came from&nbsp; Iran\u2019s Interior Minister Abdolreza Rahmani Fazli.<\/p>\n\n\n\n<p>The scale of the November 2019 protests, extending to&nbsp; 100 <a href=\"https:\/\/www.middleeasteye.net\/news\/us-sanctions-iran-interior-minister-over-crackdown-anti-government-protest\">cities and towns<\/a>,&nbsp; has pushed even Iran\u2019s Parliament to demand answers from the Iranian government. &nbsp;<a href=\"https:\/\/www.khabaronline.ir\/news\/1387584\/%D9%86%D8%A7%D9%85%D9%87-%D8%B3%D8%B1%DA%AF%D8%B4%D8%A7%D8%AF%D9%87-%D8%A8%D9%87-%D8%B9%D9%84%DB%8C-%D9%85%D8%B7%D9%87%D8%B1%DB%8C-%D8%AF%D8%B1%D8%A8%D8%A7%D8%B1%D9%87-%D8%A7%D8%AF%D8%B9%D8%A7%D9%87%D8%A7%DB%8C%D8%B4-%D8%AF%D8%B1%D8%AE%D8%B5%D9%88%D8%B5-%D8%AD%D9%88%D8%A7%D8%AF%D8%AB-%D8%A2%D8%A8%D8%A7%D9%86-%D9%85%D8%A7%D9%87\">Ali Motahari<\/a>, an outspoken parliamentarian, also identified Fazli as the main culprit in the violent crackdown on&nbsp; protestors.<\/p>\n\n\n\n<p>However, member of Parliament Mohammad Javad Kolivand said the Interior Ministry was not the main <a href=\"https:\/\/www.khabaronline.ir\/news\/1386690\/%D8%B1%D9%88%D8%A7%DB%8C%D8%AA%DB%8C-%D8%AC%D8%AF%DB%8C%D8%AF-%D8%A7%D8%B2-%D8%AC%D9%84%D8%B3%D9%87-%D8%B4%D9%88%D8%B1%D8%A7%DB%8C-%D8%B9%D8%A7%D9%84%DB%8C-%D8%A7%D9%85%D9%86%DB%8C%D8%AA-%D8%AF%D8%B1%D8%A8%D8%A7%D8%B1%D9%87-%D8%AD%D9%88%D8%A7%D8%AF%D8%AB-%D8%A2%D8%A8%D8%A7%D9%86-%D9%85%D8%A7%D9%87-%DA%A9%D9%88%D9%84%DB%8C%D9%88%D9%86%D8%AF\">culprit<\/a> &nbsp;in the crackdown but that other <a href=\"https:\/\/www.khabaronline.ir\/news\/1386690\/%D8%B1%D9%88%D8%A7%DB%8C%D8%AA%DB%8C-%D8%AC%D8%AF%DB%8C%D8%AF-%D8%A7%D8%B2-%D8%AC%D9%84%D8%B3%D9%87-%D8%B4%D9%88%D8%B1%D8%A7%DB%8C-%D8%B9%D8%A7%D9%84%DB%8C-%D8%A7%D9%85%D9%86%DB%8C%D8%AA-%D8%AF%D8%B1%D8%A8%D8%A7%D8%B1%D9%87-%D8%AD%D9%88%D8%A7%D8%AF%D8%AB-%D8%A2%D8%A8%D8%A7%D9%86-%D9%85%D8%A7%D9%87-%DA%A9%D9%88%D9%84%DB%8C%D9%88%D9%86%D8%AF\">ministries<\/a> and state bodies were involved in&nbsp; managing the protests, including the Islamic Revolutionary Guard Corps (IRGC) and the Ministry of Intelligence. In a publicized response, Fazli claimed that his actions prevented&nbsp; attacks on public property, food storage sites and security offices. According to the minister, more than 140 government sites were <a href=\"https:\/\/www.middleeasteye.net\/news\/us-sanctions-iran-interior-minister-over-crackdown-anti-government-protest\">attacked<\/a> during the protests. He added that the Interior Ministry was asked to respond to the so-called riots, but the decision for this rested with Iran\u2019s Supreme National Security Council (SNSC).<\/p>\n\n\n\n<p>&nbsp;However, the&nbsp; SNSC is not willing&nbsp; to take&nbsp; responsibility for the crackdown and there is evidence suggesting that the <a href=\"https:\/\/www.middleeasteye.net\/news\/us-sanctions-iran-interior-minister-over-crackdown-anti-government-protest\">Supreme Leader<\/a> Ayatollah Ali Khamenei had ordered security agencies&nbsp; to end the protests once they had reached the capital Tehran on November 17. On December 3, Iranian <a href=\"https:\/\/www.middleeasteye.net\/news\/us-sanctions-iran-interior-minister-over-crackdown-anti-government-protest\">state television<\/a>&nbsp; acknowledged that the country\u2019s security forces had shot at the protesters. Earlier on November 20, President Hassan Rouhani claimed victory over the unrest.&nbsp; An individual sanctioned by the United States, Brigadier Hossein Ashtari, claimed that the \u201csedition\u201d was silenced within 48-72 hours.<\/p>\n\n\n\n<p>Reports released six months after the protests&nbsp; indicate that Iran still has not disclosed&nbsp; the&nbsp; real death toll,&nbsp; the perpetrators of the violence&nbsp; continue to&nbsp; enjoy <a href=\"https:\/\/www.rferl.org\/a\/amnesty-demands-justice-after-iranian-killing-spree-against-november-protesters\/30624291.html\">impunity<\/a>, and the Iranian government&nbsp; refuses to acknowledge&nbsp; the role of the IRGC and <a href=\"https:\/\/www.middleeasteye.net\/news\/us-sanctions-iran-interior-minister-over-crackdown-anti-government-protest\">intelligence<\/a> apparatuses&nbsp; in the crackdown on protesters. <a href=\"https:\/\/www.khabaronline.ir\/news\/1387117\/%D8%A7%D8%B2-%D8%A7%D8%B8%D9%87%D8%A7%D8%B1%D8%A7%D8%AA-%D8%AC%D9%86%D8%AC%D8%A7%D9%84%DB%8C-%D9%86%D9%85%D8%A7%DB%8C%D9%86%D8%AF%D9%87-%D8%A7%D8%B5%D9%84%D8%A7%D8%AD-%D8%B7%D9%84%D8%A8-%D8%AA%D8%A7-%D9%BE%D8%B3-%D9%84%D8%B1%D8%B2%D9%87-%D9%87%D8%A7%DB%8C-%D8%A7%D8%AF%D8%B9%D8%A7%DB%8C-%D9%85%D8%B7%D9%87%D8%B1%DB%8C\">Qasim Mirzai Niko<\/a>, another parliamentarian, revealed that elective bodies including the Parliament came under heavy security surveillance to deter parliamentarians from&nbsp; discussing&nbsp; the number killed during the crackdown.<\/p>\n\n\n\n<p>A recently released Amnesty report says 220 deaths occurred in two days, based on a <a href=\"https:\/\/www.amnesty.org\/en\/latest\/news\/2020\/05\/iran-details-released-of-304-deaths-during-protests-six-months-after-security-forces-killing-spree\/\">shoot-to-kill policy<\/a> adopted by the Iranian government. In all but four cases, victims were shot dead by Iran\u2019s security forces. In a final count, <a href=\"https:\/\/www.bbc.com\/persian\/iran-52746628\">Amnesty International<\/a> says more than 300 were killed including children and students, while other reports suggest 15,000 were killed. Amnesty has &nbsp;demanded justice for the victims of the Iranian <a href=\"https:\/\/www.rferl.org\/a\/amnesty-demands-justice-after-iranian-killing-spree-against-november-protesters\/30624291.html\">killing spree<\/a>.<\/p>\n\n\n\n<p>In <a href=\"https:\/\/www.bbc.com\/persian\/iran-52746628\">Mahshahr Port<\/a>,&nbsp; Khuzestan province, the worst crackdown occurred when <a href=\"https:\/\/www.rferl.org\/a\/amnesty-demands-justice-after-iranian-killing-spree-against-november-protesters\/30624291.html\">an exchange of gunfire<\/a>&nbsp;&nbsp; happened between protestors and security forces. In Karaj, &nbsp;protestors were fired at from rooftops.<\/p>\n\n\n\n<p>In response, the US <a href=\"https:\/\/www.bbc.com\/persian\/iran-52746628\">sanctioned<\/a> Fazli, who&nbsp; was in effect Iran\u2019s acting commander in chief during the protests in November 2019.&nbsp; According to Iran\u2019s Minister of Information, Mohammad Javad Jahromi, Fazli&nbsp; was <a href=\"https:\/\/www.bbc.com\/persian\/iran-52746628\">responsible<\/a> for disconnecting the internet. Some 80 million Iranians had no access to the internet for a week while the protests were silenced.<\/p>\n\n\n\n<p>Washington\u2019s&nbsp; latest sanctions target Iran\u2019s <a href=\"https:\/\/www.arabnews.com\/node\/1677441\/middle-east\">Law Enforcement Forces (LEF)<\/a>, 12 <a href=\"https:\/\/news.gooya.com\/2020\/05\/post-38776.php\">senior officials<\/a>, and three state institutions including prisons and detention centers. Still, Tehran is defiant over its actions. The <a href=\"https:\/\/www.farsnews.ir\/news\/13990301000045\/%D8%AA%D8%AD%D8%B1%DB%8C%D9%85%E2%80%8C%D9%87%D8%A7%DB%8C-%D8%AC%D8%AF%DB%8C%D8%AF-%D9%87%DB%8C%DA%86-%D8%AE%D9%84%D9%84%DB%8C-%D8%AF%D8%B1-%D8%B9%D8%B2%D9%85-%D8%AC%D8%AF%DB%8C-%D9%85%D8%B1%D8%AF%D9%85-%D8%AF%D8%B1-%D9%85%D8%A8%D8%A7%D8%B1%D8%B2%D9%87-%D8%B9%D9%84%DB%8C%D9%87-%D8%B3%DB%8C%D8%A7%D8%B3%D8%AA%E2%80%8C%D9%87%D8%A7%DB%8C\">Guardian Council<\/a> has rejected the sanctions, while a group of <a href=\"https:\/\/www.farsnews.ir\/news\/13990230000534\/%D8%AA%D8%AC%D9%84%DB%8C%D9%84-%D8%AC%D9%85%D8%B9%DB%8C-%D8%A7%D8%B2-%D9%86%D9%85%D8%A7%DB%8C%D9%86%D8%AF%DA%AF%D8%A7%D9%86-%D9%85%D8%AC%D9%84%D8%B3-%D8%A7%D8%B2-%D8%B1%D8%B6%D8%A7-%D8%B1%D8%AD%D9%85%D8%A7%D9%86%DB%8C\">parliamentarians<\/a>&nbsp; supported Fazli by thanking him for his efforts&nbsp; in quelling the riots.<\/p>\n\n\n\n<p>But the bitter wrangling in Iran over who should take responsibility for the harsh crackdown on protesters is ongoing. In a tweet, Motahari said&nbsp; Fazli\u2019s answers to questions in Parliament concerning his actions&nbsp; during the protests were unconvincing despite facing&nbsp; an impeachment threat. &nbsp;<\/p>\n\n\n\n<p>Fazli rejects the point that\u00a0 a large number of\u00a0 parliamentarians\u00a0 want him to be impeached. He has said\u00a0 that he will take action against Motahari if\u00a0 he is unable to\u00a0 provide<a href=\"https:\/\/www.khabaronline.ir\/news\/1389486\/%D8%B1%D9%88%DB%8C%D8%A7%D8%B1%D9%88%DB%8C%DB%8C-%D8%B9%D9%84%D9%86%DB%8C-%D8%B9%D9%84%DB%8C-%D9%85%D8%B7%D9%87%D8%B1%DB%8C-%D9%88-%D9%88%D8%B2%DB%8C%D8%B1-%DA%A9%D8%B4%D9%88%D8%B1-%D8%A8%D8%B1-%D8%B3%D8%B1-%D8%A7%D8%B9%D8%AA%D8%B1%D8%A7%D8%B6%D8%A7%D8%AA-%D8%A2%D8%A8%D8%A7%D9%86-%D9%85%D8%A7%D9%87-%DB%B9%DB%B8\"> evidence<\/a> of his misconduct during the protests in November 2019.\u00a0 Iran\u2019s \u201c<a href=\"https:\/\/www.khabaronline.ir\/news\/1387117\/%D8%A7%D8%B2-%D8%A7%D8%B8%D9%87%D8%A7%D8%B1%D8%A7%D8%AA-%D8%AC%D9%86%D8%AC%D8%A7%D9%84%DB%8C-%D9%86%D9%85%D8%A7%DB%8C%D9%86%D8%AF%D9%87-%D8%A7%D8%B5%D9%84%D8%A7%D8%AD-%D8%B7%D9%84%D8%A8-%D8%AA%D8%A7-%D9%BE%D8%B3-%D9%84%D8%B1%D8%B2%D9%87-%D9%87%D8%A7%DB%8C-%D8%A7%D8%AF%D8%B9%D8%A7%DB%8C-%D9%85%D8%B7%D9%87%D8%B1%DB%8C\">hardliners<\/a>\u201d in Parliament warned Motahari about questioning the\u00a0 actions of Fazli\u00a0 during the protests.<\/p>\n\n\n\n<p>Motahari believes Fazli&nbsp; should have opened up communication channels with the protestors for at least a month instead of launching&nbsp; a <a href=\"https:\/\/www.khabaronline.ir\/news\/1389486\/%D8%B1%D9%88%DB%8C%D8%A7%D8%B1%D9%88%DB%8C%DB%8C-%D8%B9%D9%84%D9%86%DB%8C-%D8%B9%D9%84%DB%8C-%D9%85%D8%B7%D9%87%D8%B1%DB%8C-%D9%88-%D9%88%D8%B2%DB%8C%D8%B1-%DA%A9%D8%B4%D9%88%D8%B1-%D8%A8%D8%B1-%D8%B3%D8%B1-%D8%A7%D8%B9%D8%AA%D8%B1%D8%A7%D8%B6%D8%A7%D8%AA-%D8%A2%D8%A8%D8%A7%D9%86-%D9%85%D8%A7%D9%87-%DB%B9%DB%B8\">crackdown<\/a> immediately.<\/p>\n\n\n\n<p>Given these realities, the latest US sanctions are not enough to alter Tehran\u2019s lethal behavior. But the sanctions along&nbsp; with reports by international human right organizations&nbsp; increase the pressure on Iran.
