The protests revealed deep frustration with Iran, according to <a href=\"https:\/\/theintercept.com\/2019\/11\/18\/iran-iraq-spy-cables\/\">intelligence reports<\/a>. Iran quelled the protests, demanded that US troops withdraw from Iraq, and directed an attack targeting the US embassy in Baghdad.<\/p>\n\n\n\n<p>Iran\u2019s operations were regularly backed by local militia groups in Iraq such as the Kata\u2019ib Hezbollah and the Popular Mobilization Forces (PMF), considered to be loyal to the late Iranian Quds Force Commander Qassem Soleimani.&nbsp; He cultivated relations with Shia militias, local <a href=\"https:\/\/theintercept.com\/2019\/11\/18\/iran-iraq-spy-cables\/\">agents<\/a>, Iraqi politicians, and had a say in who was appointed to important <a href=\"https:\/\/theintercept.com\/2019\/11\/18\/iran-iraq-spy-cables\/\">cabinet<\/a> posts in Baghdad.<\/p>\n\n\n\n<p>The United States\u2019 targeted assassination of Soleimani in Baghdad in early January dented Iran\u2019s unscathed position in Iraq, as seen in Iran\u2019s limited <a href=\"http:\/\/www.irdiplomacy.ir\/fa\/news\/1989674\/\u062d\u0633\u0627\u0646-\u062f\u06cc\u0627\u0628-\u0648-\u0645\u062d\u0645\u062f-\u0639\u0644\u0627\u0648\u06cc-\u062f\u0631-\u0645\u0646\u06af\u0646\u0647-\u0641\u0634\u0627\u0631\u0647\u0627\u06cc-\u0622\u0645\u0631\u06cc\u06a9\u0627-\u0628\u0647-\u062f\u0644\u06cc\u0644-\u0647\u0645\u0633\u0648\u06cc\u06cc-\u0627\u062d\u062a\u0645\u0627\u0644\u06cc-\u0628\u0627-\u0627\u06cc\u0631\u0627\u0646\">missile<\/a> response to his killing.<\/p>\n\n\n\n<p>Iraqi President Barham Salih has walked a tightrope trying to preserve <a href=\"http:\/\/www.irdiplomacy.ir\/fa\/news\/1990885\/\u0628\u0631\u0647\u0645-\u0635\u0627\u0644\u062d-\u0634\u062f\u06cc\u062f\u062a\u0631\u06cc\u0646-\u0628\u062d\u0631\u0627\u0646-\u0631\u0627-\u062a\u062c\u0631\u0628\u0647-\u0645\u06cc-\u06a9\u0646\u06cc\u0645-\u0628\u0647-\u062f\u0646\u0628\u0627\u0644-\u062a\u0648\u0627\u0641\u0642-\u0648-\u062a\u0648\u0627\u0632\u0646-\u062f\u0631-\u0631\u0648\u0627\u0628\u0637-\u062e\u0627\u0631\u062c\u06cc-\u0647\u0633\u062a\u06cc\u0645\">balanced ties<\/a> with Washington and Tehran. By undertaking this balancing act, Salih has hoped to prevent both countries from approaching the brink of <a href=\"http:\/\/www.irdiplomacy.ir\/fa\/news\/1990421\/\u0639\u0648\u0627\u0645\u0644\u06cc-\u06a9\u0647-\u0639\u062f\u0646\u0627\u0646-\u0627\u0644\u0632\u0631\u0641\u06cc-\u0631\u0627-\u0633\u0631\u06cc\u0639\u062a\u0631-\u0646\u062e\u0633\u062a-\u0648\u0632\u06cc\u0631-\u0645\u06cc-\u06a9\u0646\u062f\">war<\/a> inside Iraq.<\/p>\n\n\n\n<p>The United States has targeted pro-Iranian Shia <a href=\"https:\/\/theintercept.com\/2019\/11\/18\/iran-iraq-spy-cables\/\">political parties<\/a> inside Iraq. A tight US sanctions regime against Iran has restricted the flow of cash from Tehran to Iraqi Shia militias. In addition, this has resulted in Iraq becoming more dependent on Washington and the Arab <a href=\"http:\/\/www.irdiplomacy.ir\/fa\/news\/1989674\/\u062d\u0633\u0627\u0646-\u062f\u06cc\u0627\u0628-\u0648-\u0645\u062d\u0645\u062f-\u0639\u0644\u0627\u0648\u06cc-\u062f\u0631-\u0645\u0646\u06af\u0646\u0647-\u0641\u0634\u0627\u0631\u0647\u0627\u06cc-\u0622\u0645\u0631\u06cc\u06a9\u0627-\u0628\u0647-\u062f\u0644\u06cc\u0644-\u0647\u0645\u0633\u0648\u06cc\u06cc-\u0627\u062d\u062a\u0645\u0627\u0644\u06cc-\u0628\u0627-\u0627\u06cc\u0631\u0627\u0646\">Gulf states<\/a> for financial support. In April, Washington agreed to briefly <a href=\"https:\/\/www.reuters.com\/article\/us-iraq-energy-iran-usa\/u-s-renews-waiver-for-iraq-to-import-iranian-electricity-shortens-time-idUSKCN2280QN\">waive sanctions<\/a> to provide Iraq with a one-month <a href=\"http:\/\/www.irdiplomacy.ir\/fa\/news\/1990421\/\u0639\u0648\u0627\u0645\u0644\u06cc-\u06a9\u0647-\u0639\u062f\u0646\u0627\u0646-\u0627\u0644\u0632\u0631\u0641\u06cc-\u0631\u0627-\u0633\u0631\u06cc\u0639\u062a\u0631-\u0646\u062e\u0633\u062a-\u0648\u0632\u06cc\u0631-\u0645\u06cc-\u06a9\u0646\u062f\">extension<\/a> to import energy from Iran.<\/p>\n\n\n\n<p>An escalation in US-led strikes targeting Iranian-backed military strongholds in Iraq also pushed Iraq\u2019s clerical Shia<a href=\"http:\/\/www.irdiplomacy.ir\/fa\/news\/1990181\/\u062a\u062c\u0631\u0628\u0647-\u0627\u0633\u062a\u062b\u0646\u0627\u0626\u06cc-\u0645\u0631\u062f\u0645-\u0639\u0631\u0627\u0642-\u062f\u0631-\u06cc\u06a9-\u0633\u0627\u0644\u06cc-\u06a9\u0647-\u06af\u0630\u0634\u062a\"> leaders<\/a> to relinquish support for the caretaker Prime Minister Adel Abdul-Mahdi who was a close ally of Iran.<\/p>\n\n\n\n<p>&nbsp;These Shia clerics seem to be parting ways with Iran. The followers of the Shia cleric Muqtada al-Sadr want all foreign troops to withdraw from Iraq.&nbsp; This position compromises the <a href=\"http:\/\/www.irdiplomacy.ir\/fa\/news\/1989948\/\u062a\u06a9-\u0631\u0648\u06cc-\u0647\u0627\u06cc-\u0645\u0642\u062a\u062f\u06cc-\u0635\u062f\u0631-\u0645\u0627\u0646\u0639-\u0627\u0646\u0633\u062c\u0627\u0645-\u062c\u0631\u06cc\u0627\u0646\u0627\u062a-\u0634\u06cc\u0639\u06cc-\u0627\u0633\u062a-\u062e\u0644\u0627-\u062d\u0636\u0648\u0631-\u0633\u0631\u062f\u0627\u0631-\u0633\u0644\u06cc\u0645\u0627\u0646\u06cc-\u0628\u0627\u0639\u062b-\u0634\u06a9\u0633\u062a-\u0645\u062d\u0645\u062f-\u0639\u0644\u0627\u0648\u06cc-\u0634\u062f\">unity<\/a> of the Shia parties that Iran has depended on to prolong its influence inside Iraq.&nbsp; While Sadr occasionally calls for the <a href=\"http:\/\/www.irdiplomacy.ir\/fa\/news\/1990230\/\u0628\u0647\u0627\u0646\u0647-\u062c\u0648\u06cc\u06cc-\u0647\u0627\u06cc-\u0627\u0645\u0631\u06cc\u06a9\u0627-\u0628\u0631\u0627\u06cc-\u062a\u062f\u0627\u0648\u0645-\u062d\u0636\u0648\u0631-\u062f\u0631-\u0628\u0644\u0627\u062f-\u0631\u0627\u0641\u062f\u06cc\u0646\">full withdrawal<\/a> of US forces, he and most other Iraqi Shia clerics generally agree that only a gradual US withdrawal is advisable, which has led only to a modest <a href=\"http:\/\/www.irdiplomacy.ir\/fa\/news\/1990421\/\u0639\u0648\u0627\u0645\u0644\u06cc-\u06a9\u0647-\u0639\u062f\u0646\u0627\u0646-\u0627\u0644\u0632\u0631\u0641\u06cc-\u0631\u0627-\u0633\u0631\u06cc\u0639\u062a\u0631-\u0646\u062e\u0633\u062a-\u0648\u0632\u06cc\u0631-\u0645\u06cc-\u06a9\u0646\u062f\">downsizing<\/a> of US forces in Iraq.<\/p>\n\n\n\n<p>A <a href=\"http:\/\/www.irdiplomacy.ir\/fa\/news\/1989674\/\u062d\u0633\u0627\u0646-\u062f\u06cc\u0627\u0628-\u0648-\u0645\u062d\u0645\u062f-\u0639\u0644\u0627\u0648\u06cc-\u062f\u0631-\u0645\u0646\u06af\u0646\u0647-\u0641\u0634\u0627\u0631\u0647\u0627\u06cc-\u0622\u0645\u0631\u06cc\u06a9\u0627-\u0628\u0647-\u062f\u0644\u06cc\u0644-\u0647\u0645\u0633\u0648\u06cc\u06cc-\u0627\u062d\u062a\u0645\u0627\u0644\u06cc-\u0628\u0627-\u0627\u06cc\u0631\u0627\u0646\">diplomatic<\/a> visit to Iraq by Iran\u2019s Secretary of the Supreme National Security <a href=\"http:\/\/www.irdiplomacy.ir\/fa\/news\/1990113\/\u0634\u0645\u062e\u0627\u0646\u06cc-\u062c\u062f\u06cc-\u062a\u0631\u06cc\u0646-\u0645\u0647\u0631\u0647-\u0628\u0627-\u0646\u0632\u062f\u06cc\u06a9-\u062a\u0631\u06cc\u0646-\u0645\u0639\u062f\u0644-\u0628\u0647-\u0633\u0631\u062f\u0627\u0631-\u0633\u0644\u06cc\u0645\u0627\u0646\u06cc-\u0628\u0631\u0627\u06cc-\u0645\u062f\u06cc\u0631\u06cc\u062a-\u062a\u062d\u0648\u0644\u0627\u062a-\u0645\u0646\u0637\u0642\u0647-\">Council<\/a> Ali <a href=\"https:\/\/english.aawsat.com\/home\/article\/2170677\/speculations-surround-shamkhani\u2019s-visit-iraq\">Shamkhani<\/a> in March, followed by a visit by the new Quds Force Commander Esmail&nbsp; Qaani in May, failed to unify Iraq\u2019s <a href=\"https:\/\/english.alarabiya.net\/en\/News\/middle-east\/2020\/04\/01\/Top-Iran-general-Esmail-Ghaani-visits-Baghdad-attempts-to-unify-political-parties-\">fractured<\/a> Shia political leadership on the issue of US troop withdrawal.<\/p>\n\n\n\n<p>Washington has demanded that <a href=\"https:\/\/www.militarytimes.com\/opinion\/commentary\/2020\/05\/17\/iraqis-not-us-troops-must-be-the-ones-who-counter-irans-influence-in-iraq\/\">Iraqis<\/a> must do more to counter Iran\u2019s influence in the country.&nbsp; They responded by forcing the formation of a national government in Baghdad. It took six months for Iraq\u2019s Parliament to confirm Mustafa al-Kadhimi as the new prime minister of Iraq. Al-Kadhimi is considered to be close to Washington.<\/p>\n\n\n\n<p>Since Kadhimi assumed office in May, Iranian-backed <a href=\"https:\/\/www.farsnews.ir\/news\/13990417000195\/%D8%A8%D8%B1%DA%AF%D8%B2%D8%A7%D8%B1%DB%8C-%D9%86%D8%B4%D8%B3%D8%AA-%D8%AA%D8%AD%D9%88%D9%84%D8%A7%D8%AA-%D8%B3%DB%8C%D8%A7%D8%B3%DB%8C-%D8%A7%D8%AE%DB%8C%D8%B1-%D8%AF%D8%B1-%D8%B9%D8%B1%D8%A7%D9%82-%D8%A8%D9%87-%D9%87%D9%85%D8%AA-%D9%85%D8%AC%D9%85%D8%B9-%D8%A7%D8%B3%D8%A7%D8%AA%DB%8C%D8%AF-%D9%85%D8%B3%D9%84%D9%85%D8%A7%D9%86\">commanders<\/a> have been assassinated or arrested in Iraq, and their military <a href=\"https:\/\/www.brookings.edu\/blog\/order-from-chaos\/2020\/07\/01\/was-iraqs-prime-minister-right-to-go-after-an-iranian-proxy\/\">strongholds<\/a> hit by US strikes. Under Kadhimi\u2019s premiership, militia groups close to Iran are also being arrested for staging attacks on the US <a href=\"https:\/\/news.gooya.com\/2020\/07\/post-40797.php\">embassy<\/a> in Baghdad.<\/p>\n\n\n\n<p>Iran sees Kadhimi as a polarizing figure who has already displayed his <a href=\"http:\/\/www.irdiplomacy.ir\/fa\/news\/1990663\/%D9%85%D8%B5%D8%B7%D9%81%DB%8C-%D8%A7%D9%84%DA%A9%D8%A7%D8%B8%D9%85%DB%8C-%D9%88-%D9%BE%D8%A7%D8%B2%D9%84-%D9%BE%DB%8C%DA%86%DB%8C%D8%AF%D9%87-%D8%B1%D9%82%D8%A7%D8%A8%D8%AA-%D8%A7%DB%8C%D8%B1%D8%A7%D9%86-%D9%88-%D8%A7%D9%85%D8%B1%DB%8C%DA%A9%D8%A7-%D8%AF%D8%B1-%D8%B9%D8%B1%D8%A7%D9%82\">brinkmanship<\/a>, and Tehran may want to rebuild a strategic balance of power among various Iraqi <a href=\"http:\/\/www.irdiplomacy.ir\/fa\/news\/1990663\/%D9%85%D8%B5%D8%B7%D9%81%DB%8C-%D8%A7%D9%84%DA%A9%D8%A7%D8%B8%D9%85%DB%8C-%D9%88-%D9%BE%D8%A7%D8%B2%D9%84-%D9%BE%DB%8C%DA%86%DB%8C%D8%AF%D9%87-%D8%B1%D9%82%D8%A7%D8%A8%D8%AA-%D8%A7%DB%8C%D8%B1%D8%A7%D9%86-%D9%88-%D8%A7%D9%85%D8%B1%DB%8C%DA%A9%D8%A7-%D8%AF%D8%B1-%D8%B9%D8%B1%D8%A7%D9%82\">groups<\/a> to contain the Iraqi prime minister.<\/p>\n\n\n\n<p>The July assassination of Iraqi <a href=\"https:\/\/www.arabnews.com\/node\/1701401\/middle-east\">journalist<\/a> Hisham al-Hashimi, an expert on Iranian-backed armed groups, increased tensions between Tehran and <a href=\"https:\/\/www.bbc.com\/news\/world-middle-east-53318803\">Baghdad<\/a>. Kadhimi is expected to respond to the killing. Tehran condemned the <a href=\"https:\/\/www.isna.ir\/news\/99041712332\/\u0648\u0627\u06a9\u0646\u0634-\u0627\u06cc\u0631\u0627\u0646-\u0628\u0647-\u062a\u0631\u0648\u0631-\u0647\u0634\u0627\u0645-\u0627\u0644\u0647\u0627\u0634\u0645\u06cc\">attack<\/a>, but is concerned that Hashimi\u2019s death will lead to retaliation against its allies.<\/p>\n\n\n\n<p>A resurgence in Iraqi <a href=\"http:\/\/www.irdiplomacy.ir\/fa\/news\/1990551\/\u0628\u0627-\u062a\u062d\u0648\u0644\u0627\u062a-\u0639\u0631\u0627\u0642-\u0686\u0647-\u06a9\u0646\u06cc\u0645-\">nationalism<\/a> in recent months, especially after al-Hashimi\u2019s assassination, will limit Iran\u2019s influence.&nbsp;<\/p>\n\n\n\n<p>Moving forward, Iran\u2019s best bet is for a quick US troop withdrawal. Militia groups close to Iran continue to sabotage US strongholds in Iraq in order to force US troops out.&nbsp; This past week they attacked US military supply <a href=\"https:\/\/news.gooya.com\/2020\/07\/post-40797.php\">convoys<\/a> in Diwaniyah province. The Iraqi <a href=\"https:\/\/www.tasnimnews.com\/fa\/news\/1399\/04\/22\/2305352\/\u062d\u0632\u0628-\u0627\u0644\u0644\u0647-\u0639\u0631\u0627\u0642-\u0628\u0631\u0627\u06cc-\u0627\u062e\u0631\u0627\u062c-\u0646\u0638\u0627\u0645\u06cc\u0627\u0646-\u0622\u0645\u0631\u06cc\u06a9\u0627\u06cc\u06cc-\u0622\u0645\u0627\u062f\u0647-\u0627\u06cc\u0645-\u0622\u0646\u0647\u0627-\u0641\u0642\u0637-\u0632\u0628\u0627\u0646-\u0632\u0648\u0631-\u0645\u06cc-\u0641\u0647\u0645\u0646\u062f\">Hezbollah<\/a> group has also declared its readiness to force US troops to withdraw from Iraq.<\/p>\n\n\n\n<p>A quick US withdrawal from Iraq could lead to future disagreements between Tehran and Baghdad. While some Iraqi Parliament <a href=\"https:\/\/www.farsnews.ir\/news\/13990420000044\/\u0646\u0645\u0627\u06cc\u0646\u062f\u0647-\u0639\u0631\u0627\u0642\u06cc-\u0639\u062f\u0645-\u0627\u062e\u0631\u0627\u062c-\u0622\u0645\u0631\u06cc\u06a9\u0627\u06cc\u06cc%E2%80%8C\u0647\u0627-\u0628\u0627\u0639\u062b-\u0647\u0631\u062c%E2%80%8C\u0648\u0645\u0631\u062c-\u062f\u0631-\u0639\u0631\u0627\u0642-\u0645\u06cc%E2%80%8C\u0634\u0648\u062f\">members<\/a> continue to call for a full US <a href=\"https:\/\/www.farsnews.ir\/news\/13990414000882\/%D9%86%D9%85%D8%A7%DB%8C%D9%86%D8%AF%D9%87-%D8%B9%D8%B1%D8%A7%D9%82%DB%8C%7C-%D8%AE%D8%B1%D9%88%D8%AC-%D9%86%D8%B8%D8%A7%D9%85%DB%8C%D8%A7%D9%86-%D8%A2%D9%85%D8%B1%DB%8C%DA%A9%D8%A7%DB%8C%DB%8C-%D8%AF%D8%B3%D8%AA%D9%88%D8%B1-%DA%A9%D8%A7%D8%B1-%D8%B3%D9%81%D8%B1-%D8%A7%D9%84%DA%A9%D8%A7%D8%B8%D9%85%DB%8C-%D8%A8%D9%87-%D9%88%D8%A7%D8%B4%D9%86%DA%AF%D8%AA%D9%86\">withdrawal<\/a>, many other politicians in Baghdad including Kadhimi want Iranian-backed Shia militias to <a href=\"http:\/\/www.irdiplomacy.ir\/fa\/news\/1990547\/\u0627\u06cc\u0631\u0627\u0646-\u0648-\u062f\u0648-\u0633\u0646\u0627\u0631\u06cc\u0648-\u062f\u0631-\u0642\u0628\u0627\u0644-\u062f\u0648\u0644\u062a-\u0622\u062a\u06cc-\u0639\u0631\u0627\u0642\">disarm<\/a> first.<\/p>\n\n\n\n<p>American withdrawal plans have cast a shadow of doubt over Iraq\u2019s future. Iran\u2019s influence over <a href=\"https:\/\/theintercept.com\/2019\/11\/18\/iran-iraq-spy-cables\/\">Shia militias<\/a> has led to mounting Iraqi resentment against it and Tehran continues to ignore calls for its meddling in Iraqi affairs to end.&nbsp; This growing anti-Iran public opinion is in spite of ongoing Iranian <a href=\"https:\/\/www.realcleardefense.com\/articles\/2020\/05\/26\/irans_propaganda_game_inside_iraq_115317.html\">propaganda<\/a> campaigns to show that it still has support inside Iraq.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Iran\u2019s covert operations inside Iraq, carried out by its proxy&nbsp; militia groups, have faced setbacks this year after the Iraqi protests late last fall which flared up in response to deteriorating socio-economic conditions.
