The package promises subsidies and loans. But Iran\u2019s government has withheld important information about how it aims to finance this package.<\/strong><\/p>\n\n\n\n<p>Iran faces a severe budget deficit, with the country\u2019s oil revenues and exports dwindling rapidly because of US-led sanctions. Less than 6 percent of Iran\u2019s projected oil <a href=\"https:\/\/www.bbc.com\/persian\/business-55034314\">revenues<\/a> were realized this year, according to Iran\u2019s Planning and Budget Organization. This spring, Iran\u2019s economy shrunk by 3 percent partly due to the economic fallout from the coronavirus pandemic. Iran recently imposed another <a href=\"https:\/\/www.bbc.com\/persian\/iran-55015362\">lockdown<\/a>, lasting two weeks.<\/p>\n\n\n\n<p>Consequently, the Iranian government is seeking means to finance its new stimulus package. The Iranian <a href=\"https:\/\/www.bbc.com\/persian\/iran-features-55027833\">Parliament<\/a> insists that the government is unclear about how it will finance the package and most experts in Iran think the government is managing the <a href=\"https:\/\/www.bbc.com\/persian\/business-55034314\">budget<\/a> by taking greater risks.<\/p>\n\n\n\n<p>Iran\u2019s budget bill allows the government to take significant risks by enabling it to sell state bonds to private-sector companies. The <a href=\"https:\/\/www.mehrnews.com\/news\/5079728\/\u0634\u0648\u0631\u0627\u06cc-\u0639\u0627\u0644\u06cc-\u0647\u0645\u0627\u0647\u0646\u06af\u06cc-\u0627\u0642\u062a\u0635\u0627\u062f\u06cc-\u062a\u0627\u06a9\u0646\u0648\u0646-\u06f2\u06f2\u06f6-\u0637\u0631\u062d-\u0631\u0627-\u0645\u0635\u0648\u0628-\u06a9\u0631\u062f\u0647-\u0627\u0633\u062a\">Council on Economic Coordination<\/a>, a body set up to address Iran\u2019s latest economic challenges, has issued state <a href=\"https:\/\/www.farsnews.ir\/news\/13990827000412\/\u062c\u0632\u0626\u06cc\u0627\u062a-\u062c\u062f\u06cc\u062f\u06cc-\u0627\u0632-\u0645\u062c\u0648\u0632-\u0634\u0648\u0631\u0627\u06cc-\u0633\u0631\u0627\u0646-\u0642\u0648\u0627-\u0628\u0647-\u062f\u0648\u0644\u062a-\u0628\u0631\u0627\u06cc-\u0627\u0646\u062a\u0634\u0627\u0631-\u0627\u0648\u0631\u0627\u0642-\u0645\u0627\u0632\u0627\u062f\">bonds<\/a> to finance past stimulus packages, valued at 62,000 billion tomans.<\/p>\n\n\n\n<p><a href=\"https:\/\/www.bbc.com\/persian\/business-55034314\">Investment funds<\/a> have bought auctioned state bonds to provide much needed cash inflows. The government has designated three such funds for this end. To date, these funds have delivered 117,000 billion tomans to help the Iranian people during the coronavirus pandemic.<\/p>\n\n\n\n<p>Rouhani\u2019s government insists that these funds were instrumental in the realization of the last stimulus package. This suggests that the Iranian government aims to sell more publicly held bonds to fund the new package. But this time around, it faces challenges in selling bonds.<\/p>\n\n\n\n<p>Consequently, to finance the new stimulus package, the Iranian government needs to move some cash around. For example, 62 percent of those who received <a href=\"https:\/\/donya-e-eqtesad.com\/\u0628\u062e\u0634-\u0633\u06cc\u0627\u0633\u062a-\u06af\u0630\u0627\u0631\u06cc-100\/3714519-\u0628\u0627\u0632\u06af\u0634\u062a-\u0628\u0647-\u06a9\u0627\u0631-\u062f\u0631\u0635\u062f-\u0627\u0632-\u0645\u062a\u0642\u0627\u0636\u06cc\u0627\u0646-\u062f\u0631\u06cc\u0627\u0641\u062a-\u0645\u0642\u0631\u0631\u06cc-\u0628\u06cc\u0645\u0647-\u0628\u06cc\u06a9\u0627\u0631\u06cc\">unemployment benefits<\/a> have returned to work, which releases some important funds to finance the stimulus package. Iran this year generated 32,000 billion tomans in the first 6 months of the year through the transfer of government <a href=\"https:\/\/www.bbc.com\/persian\/business-55034314\">assets<\/a> to various investment funds, banks, and government creditors. Last year, the figure was at 6,000 billion tomans.<\/p>\n\n\n\n<p>Subsequently, the Guardian Council which monitors government policies rejected a proposed increase in state subsidies for basic commodities because of the potential budget destabilization. This move came after Iran\u2019s Parliament was unsuccessful in convincing the Iranian government to pay subsidies to 60 million <a href=\"https:\/\/www.bbc.com\/persian\/business-54943757\">Iranians<\/a>. Earlier, the Parliament had debated issuing <a href=\"https:\/\/www.bbc.com\/persian\/business-54315874\">food and goods stamps<\/a>. Some 30,000 billion tomans would be needed to finance the Parliament\u2019s proposals.<\/p>\n\n\n\n<p>The new stimulus package will offer 1 million tomans in <a href=\"https:\/\/www.bbc.com\/persian\/iran-features-55027833\">loans<\/a> to 10 million people who are eligible, with an option to repay the loan in 30 months. Another 100,000 tomans are to be provided in the form of financial <a href=\"https:\/\/www.bbc.com\/persian\/iran-features-55027833\">assistance<\/a> to help 30 million people. The funds will be deposited in eligible bank accounts. The Iranian government will take no interest, but will pay the banks the <a href=\"https:\/\/www.bbc.com\/persian\/iran-features-55027833\">interest<\/a> on the loans.<\/p>\n\n\n\n<p>When the stimulus package\u2019s funds are released, it is estimated that approximately one third of Iran\u2019s population will receive financial help. The funds will go to individuals with fixed incomes only, including company and <a href=\"https:\/\/www.bbc.com\/persian\/iran-features-55027833\">government employees<\/a>.<\/p>\n\n\n\n<p>But Iran\u2019s government has given no further details about who else will benefit from the stimulus package. This lack of <a href=\"https:\/\/www.bbc.com\/persian\/iran-features-55027833\">transparency<\/a> is being criticized. Critics say business owners need to know if they are eligible to apply for financial aid, given that they face <a href=\"https:\/\/www.bbc.com\/persian\/iran-features-55027833\">fluctuating earnings<\/a>. It is also unclear if factory workers who recently lost their jobs because of the economic fallout resulting from coronavirus lockdowns are eligible to apply for financial aid, including those workers laid off on a temporary basis for two weeks at a time to control the spread of the coronavirus pandemic.<\/p>\n\n\n\n<p>Meanwhile, Iran\u2019s President Hassan <a href=\"https:\/\/www.bbc.com\/persian\/iran-features-55027833\">Rouhani<\/a> seems to be sending mixed signals about the stimulus package. He has said that people with regular salaries are not eligible to apply for financial aid, which means that workers out of employment on a temporary basis due to coronavirus lockdowns might also not be eligible. Critics of Rouhani think his lack of transparency is deliberate because he has empty pockets and is unable to finance the stimulus package.&nbsp;<\/p>\n\n\n\n<p>This has caused somewhat of a panic inside Iran. The Iranian Parliament is proposing a new bill to stop <a href=\"https:\/\/www.farsnews.ir\/news\/13990904001186\/\u0637\u0631\u062d-2-\u0641\u0648\u0631\u06cc\u062a\u06cc-\u0645\u062c\u0644\u0633-\u0628\u0631\u0627\u06cc-\u0645\u0645\u0646\u0648\u0639\u06cc\u062a-\u0627\u0641\u0632\u0627\u06cc\u0634-\u0642\u06cc\u0645\u062a%E2%80%8C\u0647\u0627\">price hikes<\/a>. The <a href=\"https:\/\/www.mehrnews.com\/news\/5079728\/\u0634\u0648\u0631\u0627\u06cc-\u0639\u0627\u0644\u06cc-\u0647\u0645\u0627\u0647\u0646\u06af\u06cc-\u0627\u0642\u062a\u0635\u0627\u062f\u06cc-\u062a\u0627\u06a9\u0646\u0648\u0646-\u06f2\u06f2\u06f6-\u0637\u0631\u062d-\u0631\u0627-\u0645\u0635\u0648\u0628-\u06a9\u0631\u062f\u0647-\u0627\u0633\u062a\">Council on Economic Coordination<\/a>, which is led by Rouhani and the heads of Iran\u2019s legislative and judicial bodies, is stopping Rouhani this time around from pre-selling publicly-held oil bonds on the stock market to generate funds to support the new stimulus package.<\/p>\n\n\n\n<p>Evidently, the council\u2019s trust in Rouhani\u2019s ability to salvage the economy is fast deteriorating, despite the body\u2019s previous approval of earlier stimulus packages. While Iran\u2019s supreme leader supports <a href=\"https:\/\/iqna.ir\/fa\/news\/3937058\/\u0645\u0634\u06a9\u0644-\u0627\u0642\u062a\u0635\u0627\u062f-\u06a9\u0634\u0648\u0631-\u0646\u062f\u0627\u0634\u062a\u0646-\u0631\u0627\u0647\u06a9\u0627\u0631-\u0646\u06cc\u0633\u062a-\u0647\u0645\u062a-\u0634\u062c\u0627\u0639\u062a-\u0648-\u067e\u06cc\u06af\u06cc\u0631\u06cc-\u062c\u062f\u06cc-\u0646\u06cc\u0627\u0632-\u0627\u0633\u062a\">selling public bonds<\/a> to boost the country\u2019s deteriorating economy, council members have doubts over whether Rouhani\u2019s latest proposed stimulus package is capable of boosting the economy.<\/p>\n\n\n\n<p>These latest measures by the Parliament and the council will impede the Iranian government\u2019s plan to advance the stimulus package and other fiscal programs.
