It reveals a harsh truth, that adversarial forces against Iran have infiltrated its intelligence and security forces. Unsure on how to move forward, Iranian authorities have offered different versions of the assassination and have given vague promises of revenge. Despite internal pressures on the Iranian government to ends its\u00a0 self-proclaimed \u201cstrategic patience,\u201d it is unlikely to respond strongly considering the upcoming inauguration of the Biden administration next month.<\/strong><\/p>\n\n\n\n<p>Fakhrizadeh, who led Iran\u2019s <a href=\"https:\/\/www.bbc.com\/persian\/iran-55106054\">Defense Ministry<\/a> Organization for Research and Innovation (SEPAND), was assassinated in broad daylight near the capital Tehran despite attempts&nbsp; to keep his whereabouts unknown.<\/p>\n\n\n\n<p>Iran blamed the usual suspect, (i.e., Israel), for the assassination.&nbsp; But while opponents of Iran\u2019s nuclear negotiations&nbsp; with the West flooded&nbsp; Iranian streets calling for war against&nbsp; the United States, which they blame for providing&nbsp; Israel with the green light to assassinate Fakhrizadeh, Iran\u2019s leadership&nbsp; appeared much more hesitant and cautious.<\/p>\n\n\n\n<p>Publicly, Iran\u2019s Revolutionary Guard Corps (IRGC) Commander&nbsp; <a href=\"https:\/\/www.bbc.com\/persian\/iran-55106054\">Hossein Salami<\/a> and the Iranian government <a href=\"https:\/\/www.farsnews.ir\/news\/13990917001271\/%D8%B3%D8%AE%D9%86%DA%AF%D9%88%DB%8C-%D8%AF%D9%88%D9%84%D8%AA-%D9%82%D8%B7%D8%B9%D8%A7-%D8%A7%D9%86%D8%AA%D9%82%D8%A7%D9%85-%D8%AE%D9%88%D9%86-%D8%B4%D9%87%DB%8C%D8%AF-%D9%81%D8%AE%D8%B1%DB%8C%E2%80%8C%D8%B2%D8%A7%D8%AF%D9%87-%DA%AF%D8%B1%D9%81%D8%AA%D9%87-%D8%AE%D9%88%D8%A7%D9%87%D8%AF-%D8%B4%D8%AF\">spokesperson<\/a> Ali Rabiei vowed to avenge Fakhrizadeh\u2019s assassination.&nbsp; However, President Hassan <a href=\"https:\/\/www.bbc.com\/persian\/iran-55135733\">Rouhani<\/a> said&nbsp; it was best to avoid an escalation&nbsp; that might lead to an outright conflict. Instead, Rouhani is keen to resume nuclear talks with the incoming Biden administration&nbsp; to end the economic sanctions against Iran which have crippled the Iranian economy, constraining its expansionist plans and heaping pressure on its internal economic plans to deal with deteriorating socioeconomic conditions and the fallout from the COVID-19 pandemic.<\/p>\n\n\n\n<p>Iranian Minister of Intelligence&nbsp; Mahmoud Alavi gave no details about the assassination,&nbsp; but Iranian media outlets were&nbsp; informed&nbsp; about a gun fight that took place resulting in Fakhrizadeh\u2019s death.&nbsp; Contradicting this narrative,&nbsp; <a href=\"https:\/\/www.bbc.com\/persian\/iran-55135733\">Supreme National Security Council Secretary<\/a> Ali Shamkhani said that electronic devices were involved in&nbsp; the assassination without individual attackers on the ground.<\/p>\n\n\n\n<p>Furthermore, to add more uncertainty to the details of the assassination, Fereydoun Abbasi Davani, a member of Iran\u2019s <a href=\"https:\/\/www.bbc.com\/persian\/iran-55135733\">Parliament<\/a>, said the assassination was carried out through sniper attacks, and that a nearby Nissan car was blown up in an attempt to kill Fakhrizadeh\u2019s&nbsp; 11 bodyguards. Former IRGC Commander Mohsen Rezaee said <a href=\"https:\/\/www.farsnews.ir\/news\/13990919000926\/%D8%B1%D8%B6%D8%A7%DB%8C%DB%8C-%D8%A8%D9%88%D8%AF%D8%AC%D9%87-%DB%B1%DB%B4%DB%B0%DB%B0-%D8%AE%D9%88%D8%B4%E2%80%8C%D8%A8%DB%8C%D9%86%D8%A7%D9%86%D9%87-%D8%A8%D8%B3%D8%AA%D9%87-%D8%B4%D8%AF%D9%87-%D8%A7%D8%B3%D8%AA-%D8%B3%D9%84%D8%A7%D8%AD-%D8%AA%D8%B1%D9%88%D8%B1-%D9%81%D8%AE%D8%B1%DB%8C%E2%80%8C%D8%B2%D8%A7%D8%AF%D9%87-%D9%85%D8%B1%D8%A8%D9%88%D8%B7\">advanced NATO weapons<\/a> were involved&nbsp; in the assassination.<\/p>\n\n\n\n<p>Finally, <a href=\"https:\/\/www.bbc.com\/persian\/iran-55209898\">Mehdi and Hamed Fakhrizadeh<\/a>, the deceased scientist\u2019s sons, said he was with his wife when the assassination took place, but despite their mother\u2019s efforts to shield her husband, bullets passed by her to strike&nbsp; Fakhrizadeh.&nbsp;<\/p>\n\n\n\n<p>It is not clear which one&nbsp; of these narratives&nbsp; is true, but what is evident is that via the multiple contradicting narratives, the Iranian government is attempting to conceal&nbsp; the bitter truth about the failure of Iranian intelligence and security agencies&nbsp; in protecting Fakhrizadeh.<\/p>\n\n\n\n<p>Two weeks&nbsp; after Fakhrizadeh\u2019s assassination, Iran\u2019s government continued to issue vague statements about the incident.&nbsp; According to Fakhrizadeh\u2019s&nbsp; sons, <a href=\"https:\/\/news.gooya.com\/2020\/12\/post-46452.php\">several organizations<\/a> are investigating the assassination.&nbsp; According to reports, these organizations are at loggerheads with each other.<\/p>\n\n\n\n<p>Figures close to the IRGC including Javad Karimi Ghodoosi, a member of the Iranian Parliament, blamed Rouhani\u2019s government for failing&nbsp; to protect Fakhrizadeh. To exonerate its failure,&nbsp; the government claims that Iran\u2019s <a href=\"https:\/\/news.gooya.com\/2020\/12\/post-46452.php\">security and intelligence agencies <\/a>&nbsp;were aware of an impending attack.&nbsp; The IRGC said that&nbsp;&nbsp; Iran succeeded in keeping Fakhrizadeh alive despite attempts on his life over&nbsp; the past two decades, indicating&nbsp; the success of <a href=\"https:\/\/news.gooya.com\/2020\/12\/post-46452.php\">Iran\u2019s intelligence and security agencies <\/a>&nbsp;in protecting the country\u2019s highly valuable assets.&nbsp;<\/p>\n\n\n\n<p>Debates inside Iran about the country\u2019s future options in the aftermath&nbsp; of the assassination are vague. Iran\u2019s Supreme Leader Ayatollah Ali Khamenei sent a message during&nbsp; Fakhrizadeh\u2019s&nbsp; <a href=\"https:\/\/www.bbc.com\/persian\/iran-55135733\">funeral,<\/a> calling for the&nbsp; perpetrators to be punished and for his invaluable work to continue.&nbsp; SEPAND\u2019s budget for this year subsequently doubled. Iran\u2019s&nbsp; Chief Justice Ebrahim Raisi vowed to help to&nbsp; unveil the <a href=\"https:\/\/www.bbc.com\/persian\/iran-55209898\">infiltration network<\/a>&nbsp; involved in Fakhrizadeh\u2019s&nbsp; assassination.<\/p>\n\n\n\n<p>Former IRGC Commander Hussein Alaee said that the assassination&nbsp; exposed the weakness of Iran\u2019s <a href=\"https:\/\/www.bbc.com\/persian\/iran-55106054\">security<\/a> and Israel\u2019s ability to infiltrate deep into the country.&nbsp; He predicted more assassinations&nbsp; would take place and called for the&nbsp; Israeli-led intelligence network in Iran to be uprooted. Hossein Amir Abdollahian, an adviser in Iran\u2019s Parliament, said the <a href=\"https:\/\/news.gooya.com\/2020\/12\/post-46452.php\">perpetrators <\/a>were being identified and would be exposed soon. He confirmed that some <a href=\"https:\/\/donya-e-eqtesad.com\/%D8%A8%D8%AE%D8%B4-%D8%B3%D8%A7%DB%8C%D8%AA-%D8%AE%D9%88%D8%A7%D9%86-62\/3719094-%D8%B9%D8%A7%D9%85%D9%84%D8%A7%D9%86-%D8%AA%D8%B1%D9%88%D8%B1-%D8%B4%D9%87%DB%8C%D8%AF-%D9%81%D8%AE%D8%B1%DB%8C-%D8%B2%D8%A7%D8%AF%D9%87-%D8%AF%D8%B3%D8%AA%DA%AF%DB%8C%D8%B1-%D8%B4%D8%AF%D9%86%D8%AF\">perpetrators<\/a> had already been arrested.<\/p>\n\n\n\n<p>Abdollahian refused to divulge further information about the assassination, citing the need to preserve <a href=\"https:\/\/donya-e-eqtesad.com\/%D8%A8%D8%AE%D8%B4-%D8%B3%D8%A7%DB%8C%D8%AA-%D8%AE%D9%88%D8%A7%D9%86-62\/3719094-%D8%B9%D8%A7%D9%85%D9%84%D8%A7%D9%86-%D8%AA%D8%B1%D9%88%D8%B1-%D8%B4%D9%87%DB%8C%D8%AF-%D9%81%D8%AE%D8%B1%DB%8C-%D8%B2%D8%A7%D8%AF%D9%87-%D8%AF%D8%B3%D8%AA%DA%AF%DB%8C%D8%B1-%D8%B4%D8%AF%D9%86%D8%AF\">critical intelligence<\/a> for the time being.&nbsp; But he insisted that Israel could not have carried out the attack without the help and knowledge of the United States.<\/p>\n\n\n\n<p>Iran\u2019s Parliament passed a two-tier bill, put in motion over <a href=\"https:\/\/donya-e-eqtesad.com\/%D8%A8%D8%AE%D8%B4-%D8%B3%D8%A7%DB%8C%D8%AA-%D8%AE%D9%88%D8%A7%D9%86-62\/3719094-%D8%B9%D8%A7%D9%85%D9%84%D8%A7%D9%86-%D8%AA%D8%B1%D9%88%D8%B1-%D8%B4%D9%87%DB%8C%D8%AF-%D9%81%D8%AE%D8%B1%DB%8C-%D8%B2%D8%A7%D8%AF%D9%87-%D8%AF%D8%B3%D8%AA%DA%AF%DB%8C%D8%B1-%D8%B4%D8%AF%D9%86%D8%AF\">four months ago<\/a>, which aims to curtail dialogue&nbsp; with the United States over the&nbsp; country\u2019s nuclear program. Although Rouhani\u2019s government insists that the bill will not impede future negotiations, the Parliament accelerated the bill\u2019s approval following the assassination.<\/p>\n\n\n\n<p>A larger question bothering officials in Iran these days is why&nbsp; the country\u2019s key figures&nbsp; are being assassinated. In early January, the United States assassinated Quds Force Commander Qassem Soleimani in Iraq, who was the mastermind behind Iran\u2019s extraterritorial military activities. Fakhrizadeh&nbsp; was known as the Soleimani of Iran\u2019s nuclear program.<\/p>\n\n\n\n<p>Some experts&nbsp; have argued that the motivation to <a href=\"https:\/\/www.farsnews.ir\/news\/13990918001086\/%D8%A7%D9%85%DB%8C%D8%B1%D8%B9%D8%A8%D8%AF%D8%A7%D9%84%D9%84%D9%87%DB%8C%D8%A7%D9%86-%D8%B9%D8%A7%D9%85%D9%84%D8%A7%D9%86-%D8%AA%D8%B1%D9%88%D8%B1-%D8%B4%D9%87%DB%8C%D8%AF-%D9%81%D8%AE%D8%B1%DB%8C%E2%80%8C%D8%B2%D8%A7%D8%AF%D9%87-%D8%B4%D9%86%D8%A7%D8%B3%D8%A7%DB%8C%DB%8C-%D9%88-%D8%AF%D8%B3%D8%AA%DA%AF%DB%8C%D8%B1-%D8%B4%D8%AF%D9%87-%D8%A7%D9%86%D8%AF\">assassinate<\/a> &nbsp;Fakhrizadeh&nbsp; was to test whether Iran would continue to&nbsp; build a strong nuclear program or not. According to Iran\u2019s Parliament Speaker <a href=\"https:\/\/www.farsnews.ir\/news\/13990917000001\/%D9%82%D8%A7%D9%84%DB%8C%D8%A8%D8%A7%D9%81-%D8%A8%D9%87-%D8%A8%D8%B1%DA%A9%D8%AA-%D8%AE%D9%88%D9%86-%D8%B4%D9%87%DB%8C%D8%AF-%D9%81%D8%AE%D8%B1%DB%8C-%D8%B2%D8%A7%D8%AF%D9%87-%D9%82%D9%81%D9%84-%D9%87%D8%A7%DB%8C-%D9%87%D8%B3%D8%AA%D9%87-%D8%A7%DB%8C-%DA%A9%D8%B4%D9%88%D8%B1-%D8%A8%D8%A7%D8%B2-%D8%B4%D8%AF\">Mohammad Bagher Ghalibaf<\/a>, the assassination will only accelerate the country\u2019s work to fulfill&nbsp; Fakhrizadeh\u2019s ambition to build a strong nuclear program.<\/p>\n\n\n\n<p>A few voices in Iran are calling on the country\u2019s leaders to respond to the assassination to end the <a href=\"http:\/\/www.irdiplomacy.ir\/fa\/news\/1997772\/%D8%A7%D9%87%D8%AF%D8%A7%D9%81-%D8%AA%D8%B1%D9%88%D8%B1-%D8%B4%D9%87%DB%8C%D8%AF-%D9%81%D8%AE%D8%B1%DB%8C-%D8%B2%D8%A7%D8%AF%D9%87\">maximum pressure policy<\/a> on Iran &nbsp;via&nbsp; assassinations. They argue that it&nbsp; is <a href=\"https:\/\/www.farsnews.ir\/media\/13990917000166\/%D8%AF%D8%B1-%D9%85%D9%82%D8%A7%D8%A8%D9%84-%D8%AA%D8%B1%D9%88%D8%B1-%D8%AF%D8%A7%D9%86%D8%B4%D9%85%D9%86%D8%AF%D8%A7%D9%86-%D9%87%D8%B3%D8%AA%D9%87%E2%80%8C%D8%A7%DB%8C-%DA%86%D9%87%E2%80%8C%DA%A9%D9%86%DB%8C%D9%85\">important<\/a> to react decisively and quickly to Fakhrizadeh\u2019s death. Such action will signal that Iran will not be forced into moderating its positions&nbsp; and that such acts will always be met with a resolute response from Tehran.&nbsp; It will&nbsp; also signal the cohesion of&nbsp; the country\u2019s intelligence and security agencies &nbsp;when&nbsp; it comes to avenging Fakhrizadeh\u2019s death.<\/p>\n\n\n\n<p>In a speech given before his death, Fakhrizadeh insisted that Iran should accept <a href=\"https:\/\/www.farsnews.ir\/media\/13990917000285\/%D8%B3%D8%AE%D9%86%D8%A7%D9%86-%D9%85%D9%86%D8%AA%D8%B4%D8%B1%D9%86%D8%B4%D8%AF%D9%87-%D8%B4%D9%87%DB%8C%D8%AF-%D9%81%D8%AE%D8%B1%DB%8C%E2%80%8C%D8%B2%D8%A7%D8%AF%D9%87-%D8%AF%D8%B1%D8%A8%D8%A7%D8%B1%D9%87-%D8%AA%D9%87%D8%AF%DB%8C%D8%AF%D8%A7%D8%AA-%D8%AF%D8%B4%D9%85%D9%86%D8%A7%D9%86-%D8%B9%D9%84%DB%8C%D9%87-%D8%A8%D8%B1%D9%86%D8%A7%D9%85%D9%87\">no setback<\/a> over its nuclear program. Some observers in Iran share this sentiment, arguing that showing restraint is to give the green light to the enemy to continue sabotaging Iran\u2019s Islamic government and assassinating&nbsp; the figures&nbsp; who lead it.<\/p>\n\n\n\n<p>Iran might&nbsp;&nbsp; decide not to escalate,&nbsp; and to exercise <a href=\"https:\/\/www.bbc.com\/persian\/iran-55135735\">strategic patience<\/a> by convincing itself that the assassination of Fakhrizadeh indicates&nbsp; the country\u2019s enemies are unable to confront it directly.
