{"id":8887,"date":"2021-03-15T15:19:52","date_gmt":"2021-03-15T12:19:52","guid":{"rendered":"https:\/\/rasanah-iiis.org\/english\/?p=8887"},"modified":"2021-03-18T11:23:46","modified_gmt":"2021-03-18T08:23:46","slug":"houthi-attacks-on-saudi-arabia-and-the-implications-of-irans-weapons-proliferation-in-yemen","status":"publish","type":"post","link":"https:\/\/rasanah-iiis.org\/english\/monitoring-and-translation\/reports\/houthi-attacks-on-saudi-arabia-and-the-implications-of-irans-weapons-proliferation-in-yemen\/","title":{"rendered":"Houthi Attacks on Saudi Arabia and the Implications of Iran\u2019s Weapons Proliferation in Yemen"},"content":{"rendered":"\n<p class=\"has-drop-cap\"><br><strong>In the past few months, the Houthis have&nbsp; targeted multiple civilian locations in the Kingdom of Saudi Arabia, and recently the Houthis launched an attack <a href=\"https:\/\/www.arabnews.com\/node\/1821511\/saudi-arabia\">targeting<\/a> Aramco\u2019s residential areas in the Kingdom\u2019s Eastern Province.&nbsp; &nbsp;The Kingdom\u2019s air defense system had <a href=\"https:\/\/www.arabnews.com\/node\/1807681\/saudi-arabia\">thwarted<\/a> a ballistic missile targeting Riyadh on February 11, 2021, and intercepted armed drones&nbsp; targeting Jizan and Khamis Mushayt on March 6, 2021. These Houthi attacks resulted in &nbsp;<a href=\"https:\/\/www.reuters.com\/article\/saudi-yemen-e3-int-idUSKBN2AB2IQ\">global condemnation<\/a> as the militia has &nbsp;repeatedly targeted civilians in the Kingdom. &nbsp;Amid pressure to restart &nbsp;nuclear talks, &nbsp;Iran has attempted to gain bargaining chips by threatening &nbsp;regional peace and stability &nbsp;by carrying out a spate of attacks targeting the Kingdom. &nbsp;&nbsp;Furthermore, Iran attempted to escalate attacks in response to US airstrikes targeting its locations and proxies in Syria. Some newspapers close to the Iranian leadership mentioned that the Yemeni arena witnessed escalation in the aftermath of US airstrikes in Syria.&nbsp; The extent of Iran\u2019s military support to the Houthis is known and well-documented, with Tehran\u2019s supply of weapons threatening the security not only of Yemen but of neighbouring countries as well, with the Kingdom facing the most security threats from the Houthis.<\/strong><\/p>\n\n\n\n<p>Not only has Iran transferred a diverse arsenal&nbsp; to the Houthis but it has also helped them in developing missiles. &nbsp;The suspicion surrounding Iran\u2019s help &nbsp;to the Houthis grew after the militia &nbsp;used Burkan-1 and Burkan-2 missiles in 2018 which starkly resemble the shape, range, and type of &nbsp;Tehran\u2019s Qiam-1 short-range ballistic missile (SRBM). Earlier, the US Navy had <a href=\"https:\/\/www.youtube.com\/watch?v=bWnqzwC9bso\">interdicted<\/a> various missile parts and components evidently of Iranian origin heading towards Yemen including anti-ship cruise missiles, surface-to-surface cruise missiles (SSCMs), air-defense missiles, and anti-tank missiles.<\/p>\n\n\n\n<p>&nbsp;The Houthis have used missiles and drones of Iranian origin to target the Kingdom. As per <a href=\"https:\/\/www.conflictarm.com\/wp-content\/uploads\/2017\/03\/Iranian-Technology-Transfers-to-Yemen.pdf\">research<\/a> by the UK-based investigative organization Conflict Armament Research, the Qasef-1 UAV (an identical type of Qasef-2K which &nbsp;targeted Abha airport recently) is a variant of Iran\u2019s &nbsp;&nbsp;Ababil-II.&nbsp; It shares \u201cnear-identical design and construction characteristics and features identical serial number prefixes.\u201d Furthermore, the Houthi attacks on&nbsp; the Kingdom&nbsp; <a href=\"https:\/\/thearabweekly.com\/hand-iran-iraqi-proxies-seen-ras-tanura-attack\">increased<\/a> after the IRGC officer Hassan Irloo was appointed as an illegal ambassador to the Houthi government in Sana\u2019a.<\/p>\n\n\n\n<p>As per the <a href=\"https:\/\/iranprimer.usip.org\/blog\/2020\/feb\/14\/un-report-houthi-arms-resemble-irans#:~:text=Yemen's%20Houthi%20rebels%20have%20used,Panel%20of%20Experts%20on%20Yemen.&amp;text=The%20panel%20also%20concluded%20that,not%20have%20originated%20in%20Yemen.\">report<\/a> by the UN Panel of Experts on Yemen, the Houthis have&nbsp; obtained Unmanned Aerial Vehicle (UAV) engines and off-the-shelf parts for missiles and drones from Iran &nbsp;via different intermediary networks. Iran has also supplied the Houthis with anti-ship missiles, detonators, rocket-propelled grenades, thermo-optical sights for RPGs, and WBIED conversion kits. The report also revealed that the Houthis use&nbsp; sea routes extensively to &nbsp;obtain weapons and other components violating <a href=\"https:\/\/www.un.org\/press\/en\/2015\/sc11859.doc.htm\">UNSC Resolution 2216<\/a>. Iran has continuously violated this resolution&nbsp; by supplying the Houthis with arms or sophisticated components &nbsp;for their indigenous weapons. As per some other reports, Iran\u2019s elite&nbsp; Quds Force has also&nbsp; <a href=\"https:\/\/www.reuters.com\/article\/us-yemen-iran-houthis-idUSKBN16S22R\">trained <\/a>&nbsp;&nbsp;the Houthis. Iran\u2019s actions also clearly violate &nbsp;the <a href=\"https:\/\/www.un.org\/depts\/los\/convention_agreements\/texts\/unclos\/unclos_e.pdf\">UNCLOS<\/a> as it has repeatedly shipped weapons&nbsp; to &nbsp;the Houthis in Yemen,&nbsp;&nbsp; threatening &nbsp;maritime security. &nbsp;<\/p>\n\n\n\n<p>&nbsp;According to many <a href=\"https:\/\/www.arabnews.com\/node\/1742621\/middle-east\">reports<\/a>, Iran continues to exploit the hardship and poverty in Yemen to recruit poor fishermen as arms smugglers and send them to Iran for military training. After interrogating some captured members of a weapons supply network, it was revealed &nbsp;that locations off the coast of Somalia and port cities like Bandar Abbas were used to train them and smuggle weapons.&nbsp; Recently the US Navy <a href=\"https:\/\/www.navy.mil\/Press-Office\/News-Stories\/Article\/2503935\/winston-s-churchill-seizes-illicit-weapons-from-two-dhows-off-somalia\/%20\/linkId\/100000032764554\/\">seized<\/a> smuggled weapons including AK-47 assault rifles, sniper rifles, rocket-propelled grenade launchers, and several weapon components from two dhows during a naval operation in&nbsp; international waters off Somalia\u2019s coast. &nbsp;<\/p>\n\n\n\n<p>Last year, the Arab Coalition <a href=\"https:\/\/www.arabnews.com\/node\/1697466\/middle-east\">seized<\/a> a dhow off the coastal town of Mocha in Yemen which was heading to the Houthis carrying hundreds of weapons from Iran. The Yemeni government has <a href=\"https:\/\/www.youtube.com\/watch?v=3mwBaGfOvIc\">accused<\/a> Iran of exporting arms to the Houthis for a long time. During an interview, Gerald &nbsp;Fierstein, former US Ambassador to Yemen <a href=\"https:\/\/www.arabnews.com\/node\/1697466\/middle-east\">said<\/a>,&nbsp; \u201cThe Iranian engagement began long before the outbreak of the civil war or the Arab Coalition\u2019s intervention. It\u2019s clear that the Iranians saw the Houthi movement as an opportunity to put pressure on Saudi Arabia and to threaten its southern border.\u201d The Houthi escalation&nbsp; has impeded the flow of humanitarian aid to the Yemeni people, as fighting at&nbsp; important seaports like Hodeida&nbsp; has disrupted&nbsp; food and medicine supplies.<\/p>\n\n\n\n<p>&nbsp;White House Press Secretary Jen Psaki, commenting on the recent Houthi attacks on the Kingdom, <a href=\"https:\/\/www.arabnews.com\/node\/1822126\/saudi-arabia\">said<\/a> that the United States is working in close cooperation with Saudi Arabia to deter the threats emanating from Yemen.
