» Rescue the banks
Editorial of Jahan Sanat daily deals with the threefold increase of general banking resources in Iran compared to last year, which given the current chaotic economic conditions is not natural.
According to the editorial, as it is not logically possible to have increased in banking resources, the serious question is how these resources have increased. Such increases are only on paper and not real. It can be explained as such: bankrupted factories and manufacturing companies, as well as individuals, have received banking facilities, but have not refunded them. Not refunding the facilities increases a number of penalties, thus aggregating unreal, unattainable banking resources 24 to 30 percent each year.
The editorial goes on to say the banks themselves are aware that none of these resources is realistically returnable, and numbers go up on paper, but not in actuality. It is false to maintain that banking credits would go up in actuality because under the current conditions, few banks are ready to offer banking facilities to clients.
Talking of banks as playing the role of savior in the country’s economy, says the editorialist, is by no means reasonable. Banks, like other components of the economy, are just economic tools, and in condition when all other components of the economy are having problems, naturally banks will not be an exception.
The editorial concludes: facing economic problems is like having a fever in a body. The fever is a sign of certain disease and infection in the body, which requires treatment. Banking in present economic system is the same. Iran’s economy is not bank-centered, or stock market-centered, as a result of which the country’s banking system is not moving in any specific direction.

» Self-made Isolation
Bahar daily’s editorial highlights the consensus that is being shaped against Iran in the region with the possible result of the isolation of Iran, attributing this to ‘existence of parallel decision-making institutions in the country’.
The editorialist starts with comparing the current situation to the time when in the nuclear deal, Iran was becoming more and more isolated from the world power. At that time, Iranian officials talked of ‘accompaniment of world’s nations with Iran’, just as now they are talking of ‘heart of nations in the region beating for Iran’.
The editorial urges that just as the result of that ‘illusion of accompaniment of world’s nations’ in the nuclear case was sanctioned resolutions against Iran, so once again Iran is going towards regional crisis, while relying on claims as to regional people’s support for Iran, and not paying attention to official aspect of diplomacy.
According to the editorial, the existence of parallel decision-making institutions in the country, particularly in the field of foreign policy, creates inconsistencies, which can eventually make Iran more and more isolated. Under such conditions, diplomatic institution and government cannot be held responsible for what is happening in foreign policy, while powers and means are at the hands of the others.
The editorial, at the end, asks for the concentration of decision-making processes in Iran’s Foreign Ministry so that ‘just as they could save the country from isolation in the nuclear issue, once again they can prevent isolation of Iran or great tensions in the region’.

» Iran’s Positive Role: What Macron Thinks
This editorial argues that Europe and U.S. have the same approach to Iran’s nuclear deal.
The editorialist begins by questioning those who believe that Europe will support Iran and confront U.S. regarding JCPOA, asking can’t they see European countries’ position against Iran’s missile program and its regional role? There is no rift between U.S. and Europe but an alliance against Iran as far as the nuclear deal is involved.
The editorialist believes that Europeans pretend to be endorsing JCPOA while asking Iran to give in to U.S. demands. Among European countries, it is France that plays the key role in this regard. French President Emmanuel Macron has already expressed concerns over Iran’s missile program despite the two countries’ economic trades with one another. Macron has also stated that Iran should play a positive role in the region without elaborating on it.
The editorialist ends his piece by calling the nuclear deal a bitter experience for Iran, urging this country not to trust either U.S. or Europe.

♦ House arrest committee meets with head of judiciary
Members of house arrest committee of Omid Fraction in Parliament met with Head of Judiciary Sadegh Larijani. MP Gholamreza Heidari said some members of house arrest committee of Omid Fraction had a meeting with Sadegh Larijani to talk about the house arrest of Mousavi, Karroubi, and Rahnavard. He described the meeting as ‘good and promising’ with regard to alleviating restrictions for those who are under house arrest.
House arrest committee is formed in Parliament’s Omid Fraction to follow up conditions of leaders of Green Movement – Mousavi, Karroubi, and Rahnavard – who have been held under house arrest since 2011. So far, this committee has had some meetings with Iranian authorities.

♦ Iran: Europe must decide
Iran’s deputy foreign minister Majid Takht Ravanchi asked Europe to clearly announce what it will do in case U.S. pulls out of JCPOA. Takht Ravanchi, in a conference in Paris, demanded that Europeans should clearly say what their decision will be if U.S. withdraw from the nuclear deal between Iran and P5+1. He added Tehran will not be the first to discard the nuclear deal but is ready for any possible scenarios.

♦ Motaheri: Central Bank to blame for financial institutions crisis, not people
Deputy speaker parliament Ali Motaheri, while criticizing recent remarks of deputy Chief Justice about depositors in illegal financial institutions, said, in the recent crisis in these institutes, the Central Bank of Iran must be blamed, not the people who have trusted the country’s financial system. Deputy speaker parliament added if an institution is going bankrupt, the Central Bank must warn people not to make any deposits there.
Recently deputy Chief Justice had said the depositors in illegal institutes should not be shown as ‘innocent’. In this regard, Motaheri urged ‘people’s intent is none of our business, and if people, with any intentions, have deposited their money in credit institutions, it is the Central Bank’s responsibility to timely notify people.’

♦ Ghassemi: IAEA not to be influenced by the third party
Spokesman of Foreign Ministry Bahram Ghassemi pointed out that International Atomic Energy Agency (IAEA) has repeatedly announced Iran’s commitment to its obligations, saying there is constant contact between Iran and the nuclear agency. Ghassemi added that IAEA as an international organization must fulfill its duties, and Iran has always asked this agency to bear in mind its inherent responsibilities without being influenced by the third party. Spokesman of Foreign Ministry also said Director General Yukia Amano, in his recent trip to Iran, did not demand inspection of the country’s military sites.

♦ Iran daily exports 12 million cubic meters of gas to Baghdad
Deputy oil minister Hamid Reza Araghi said currently Iran exports 12 million cubic meters of gas to Baghdad each day on average, and Iran’s gas will most probably reach Basra by the end of this year. Araghi asserted implementing two projects for exporting gas to Baghdad and Basra in Iraq are now the most important gas export projects for Iran, adding that difficulties in receiving money for exported gas to Iraq have been resolved.

Iranian Ambassador to Armenia Kazem Sajadi met with Armenian Diaspora Minister (Armenians living abroad) and emphasized on the necessity of development of cooperation of both countries with regard to Iranians and Armenians living abroad. Sajadi said a considerable number of Iranians and Armenians living abroad creates a good opportunity for cooperation between the two countries, adding that by unifying policies and decisions, their potentials can be desirably used for development, investment, and construction in both countries.

♦ Establishment of missile, radar systems in Iranian border with Iraq
Commander of tactical air defense of Khatam Anbiya Air Defense Base Amir Jafari pointed out to monitoring all trans-regional flights in Iraqi sky during Arbeen observance days, saying radar and missile sites are established at the border to monitor and take tactical measures. Jafari added that all trans-regional flights in Iraqi sky, including manned or unmanned flights, will be specially monitored during Arbeen.

♦ Building missiles with 2000 km range not by leader’s fatwa
Recently IRGC Commander Major-General Mohammad Ali Jafari said the range of Iranian missiles, based on policies determined by the supreme leader Ali Khamenei, is 2000 km, adding that ‘this range is sufficient for now because there are enough Americans within this range’ to face Iran’s response in case of invasion.
In response to these remarks, Heshmatollah Falahatpisheh, member of Parliament’s National Security and Foreign Policy Commission, said building missiles with 2000 km range is not the leader’s fatwa, urging that Iran builds these missiles based on its defense strategy.

♦ Reasons for Rouhani getting closer to IRGC
IRGC spokesman Brigadier-General Ramazan Sharif said with regard to Iran’s President Hassan Rouhani getting closer to IRGC and this organization’s cooperation with the government that when Iranians feel that enemy is threatening the country’s national security, ‘we set aside our different interpretations, and try to use all our potentials for confronting the enemy.’ Sharif urged that IRGC, as always, is cooperating with the government, and it is the media that suggest differences between IRGC and the government.

♦ Iran economy still faces serious challenges
Iran’s economic indicators for 2016 were better than predicted. According to Iran’s economic seasonal reports for spring of 2017 published by Statistical Center of Iran, average annual growth of GDP was predicted as 8%, but it reached 11% in 2016. As for inflation rate, the prediction was 8.8%, but this indicator shows 6.9% for 2016.
Nonetheless, despite improvements in some economic indicators, Iran’s economy is still facing numerous challenges. Due to these challenges, in the latest report of International Bank for Reconstruction and Development on ease of doing business in member countries of World Bank, Iran’s rank has dropped 4 points from 120 to 124, which is Iran’s lowest rank in past 3 years.

♦ Reason for suicide among female students
Head of Tehran Education Organization Abbas Ali Bagheri said while violence is more prevalent among boys, one can see more anger among girls. He added boys express their violence in doing dangerous things, but since girls do not express themselves, it changes into anger, which makes suicide more prevalent among girls. Bagheri further explained that an independent office called Office for Preventing Social Damages is doing researched with regard to suicide among students.

The scenario of violence against street vendors in Iran still continues. Recently, a video clip went viral in cyberspace in which municipality staff of Miandoab, West Azerbaijan, had a fight with a vendor. The inappropriate confrontation with this vendor faced many criticisms, and social and labor activists protested against the way this fruit seller vendor was treated. With regard to this incident, Miandoab’s municipality said the case is referred to this city’s justice department and it is being investigated there.

CEO of French Total Company says this company is waiting to see U.S. Congress decision about Iran and will stop its activities if they cannot follow it legally. However, Patrick Pouyanne emphasized, this company will not easily let go of its agreement with Iran in the gas field. According to Pouyanne, despite U.S. President Trump’s threats to impose new sanctions against Iran and pulling out of the nuclear deal, which has facilitated trade with Iran, Total intends to have legal consultations in this regard, before making any decisions.

According to Iran’s deputy energy minister Hoshang Falahatian, Japanese ambassador announced the establishment of $10 billion credit line by this country’s government for Japanese countries that are after investing in joint projects with Iran. Javad Karimi Ghodousi, the member of Parliament’s National Security and Foreign Policy Commission, pointed out to putting sanctions on IRGC by U.S. Treasury Department on a charge of supporting terrorism, saying that this U.S. measure is not only against IRGC but the beginning of the expansion of economic sanctions against Iran.
