The July 2025 Iran Case File (ICF), published by the International Institute for Iranian Studies (Rasanah), provides an in-depth assessment of Iran’s domestic and international affairs. The ICF is structured into three sections: internal developments, Iran-Arab interactions and Iran’s international relations.

On the domestic front, several issues were foregrounded in July. These include Iran’s rejection of zero uranium enrichment demands, the establishment of a National Defense Council and the launch of communications and research satellite Nahid-2 into space with Russia’s aid. Analysis extends to the social aspect in postwar Iran and the threats made by the clergy to assassinate President Trump.

On the Iran-Arab level, power contestation has intensified in Iraq among Shiite parliamentary candidates as the November elections draw near. As the largest bloc would form the government and nominate a prime minister, pro-Iran groups are prioritizing power over national interests, intensifying political tensions.

With regard to Syria, the ICF discusses President Ahmed al-Sharaa’s notable visit to Azerbaijan — an event that could reshape regional dynamics.

In Yemen, the Iran-backed Houthis continue to threaten maritime security and employ the Palestinian cause for their own interest while obstructing efforts toward reaching a political settlement in Yemen.

In the sphere of Iran’s global relations, the ICF discusses the Istanbul meeting between Iran and European diplomats in an effort to reach a nuclear agreement. The talks came amid European warnings of activating the snapback mechanism which would restore pre-2015 sanctions on Iran.
